WHAT IS THE SITUATION?
ROY: THE FIRST GOT THE CALL AT
2:30 ON MAIN STREET IN MOUNT
AIRY.
WE HAVE WHAT THE FIRE LOOKS LIKE
AND WHAT FIREFIGHTERS WERE
DEALING WITH.
THEY HAD AN OLD BUILDING THAT
USED TO BE A CHEVROLET
DEALERSHIP AND A ROYAL SIGN
SERVICE FACILITY WAS USING
PORTIONS OF THE BUILDING-AREA.
THE FIRE QUICKLY SPREAD
THROUGHOUT THE FACILITY.
THERE WERE SEVERAL PROPANE TANKS
THAT ENDED UP IN 19.
-- ENDED UP IGNITING.
WE DON'T HAVE ANY REPORTS OF THE
INJURIES OR A CAUSE FOR THE
FIRE, BUT THE BIGGEST PROBLEM
HAS BEEN WATER.
THEY DRAINED THE WATER TOWER IN
MOUNT AIRY AND HAVING TO USE A
SUPPLEMENTARY WATER TOWER AT THE
OTHER END OF THE TOWN TO FIGHT
THE FIRE.

some actual exploration. We've never
really done anything like this on the
channel, but it is car related so we've
got a lot of cool stuff to show you.
We're actually hiking in right now to an
undisclosed location here in Nashville.

basically what's going on here is we
have a very secret location that we're
going to go check out. There's supposed
to be a bunch of old engines, a bunch of
cars and all this stuff has just been
abandoned. So, we're gonna go and see what we
can find and see what we can show
you guys. Ryan: Well the doors not locked or
anything, so it looks like we can go on in.
Wes: We're walking up here this just a
road ends here doors are open gates open. Go and look around.
Mezz: Y'all wanna go left or right? Its up to you. Um, The engine house is over here.
Wes: I can't believe all this sh!*'s just
sitting here. Ryan: There's spikes on this.
Wes: Gotcha, fine big ones. Mezz: Right, guys, be carefull. Wes: Guys, we have to go
through this van to get to the rest of
the junkyard. hey hey you're snagged
Ryan. Okay you're good
Wes: Who blazed this trail anyway? Who found this the first huh? Did you find this
trail the first time? Mezz: No, we we kind of blazed the trail,
Then, we realize that all of this like was
for like blockage. Wes: I see. Mezz: There's a lot of things that are
strategically placed. Wes: Wow

like transmission fluid in there
straight up. Wes: Wow. Mezz: This is just the

I don't really wanna get in there. I don't know about

Ryan: Guys we have stumbled upon of the
automotive barn find Mecca with this
place. If you haven't yet... go down there
and like this for me.

Ryan: Basically, what we're just now gathering is that it's been a
long long time since somebody's been
here. At least 10 years because you've
got... trees... blocking the doors from
closing on vehicles and stuff. So, that's
been there so long, to grow up in front
of the door. It's crazy this place is
amazing. If you haven't yet, go down there

Ryan: This 4runner right here has definitely
seen better days
Ryan: This stuff's here. Wes: It's...Yeah, This stuff lives here.

Ryan: We all just came to a stark realization
that the earth is gonna reclaim every
one of these cars. The amount of growth
that has come up
Wes: The cars are done for. Ryan: They're done. Wes: No hope. Ryan: They're
staying, they live here now.
Ryan: Theres a 240 smashed... oh man. Somebodies drifty dreams right there been sitting here 10, 15 years.
Ryan: What!
Ryan: Ah... yeah... airbag went off. Wes: Yeah. Ryan: Well this is definitely some F&F 90s
stuff right here buddy. All the purple
bits. Wes: lights are perfect. Ryan: The taillights are perfect!
Ryan: Mezz has told us about um, some 240s all in
Wes: More 240s... Ryan: all in a..... row, and we just want
to go pay our respects.

at least in 2016. So I'm guessing that
this place was ran for many many years,
and it started in the back, and they kind
of worked their way forward to the newer
stuff out here. Theres no real rhyme or reason
to anything it's just kind of strewn
about.

we are officially in session
today's the first full day of spring and
with that brings rain so I love that
we're gonna rise for the pledge and
after that if you wish we will have a
moment of silence want to make sure that
we keep all of our armed forces all of
those in armed forces and Public Safety
and keep the family of former governor
Hughes in your prayers today and
thoughts his funeral is is today in
Annapolis ok I pledge allegiance to the
flag of the United States of America and
to the Republic for which it stands one
nation under God indivisible liberty and
justice for all

priority Carol gentlemen we have
actually been going last week I started
over here let me start over here what do
you got Fraser well I went to the
sources of strength the information
session I guess it was at the school
board last week I can't met what they
was but very informative I did learn a
lot more about that program than I
learned one when we were just told you
know about it at very beginning it I it
seems like it's very good program
actually asked for some additional
information some statistical information
to find out exactly you know how well
it's doing in other places and is it
really worth it is it moving forward for
what I heard I I'm behind it but I
haven't looked at all the other
information that I've seen so far but
it's very very informative a lot of
people are their lives a lot of
stakeholders are there to hear the
presentation and I thought it's very
good I just mentioned Boys and Girls
Club and I know everyone else is here so
you guys can go into that but they had
their groundbreaking for their gym
big step forward nice job a lot of
activities happened over this past week
the one I'd like to highlight that
Commission when I attended yesterday
afternoon was the birthing center over
at Carroll Hospital the renovations that
were done I think it's been a two-year
project but what it really shared showed
me was the testament to our county to
our community
it was the professionals in the hospital
it was the community that has raised a
lot of a lot of money to make this
happen
it was the county it was the state all
pushing together was you know the
business itself LifeBridge in the
hospital coming together to making this
happen and talk about a state-of-the-art
facility
really impressive how it's going to also
be networked into the Community College
they were also there in attendance and
and we talked about their programs in in
in nursing and how that feeds into the
hospital just a really nice way to show
this is what this community is about so
that's it yeah that's cool well
Commissioner Wentz and I spent soldered
together I guess yeah we had the
community Expo at man Val well attended
community turned out was a nice event
and then I attended the 88 year of
service from Pleasant Valley community
fire department the MC was a really
interesting character at that event but
it went well it was a very nice event

was a nice turnout and I think your wife
had 40 years of service there yeah she's
not that old so he started at birth yeah
years old what's she doing anyway
it was a nice day I was all positive
what I saw happening in the county on
Friday State Controller Peter Franchot
visit Mount Airy to honor two
businessmen mr. illion Oh mr. Wagner for
their 30-plus years of dedication
service and commitment to the community
so we're very grateful to be honored and
recognized by state representative at
that level also on March 27th the
windfield volunteer fire department I'll
do opioid overdose training from 7:00 to
9:00 I encourage people to go to the
website and get information on
registering and engaging in that
training considering epidemic is so
rampant it's important training to have
thank you very we're just working
piggyback on that I did stop by Wagner
Brothers
down State Comptroller was up here he
spends a lot of time in Carroll County
it's really nice to have somebody from
the poet Board of Public Works in
Carroll County on an illness monthly
basis we've last month we were doing
other venues up here so that's great to
have people in Annapolis coming
sometimes get business now was last
Friday in Carroll Community College I
want to commend my colleague Rothstein
for doing a great introductory for the
deputy secretary yep he was dear that
was well attended a lot of business
people so I want to get kudos to that
you made an ugly you really made an only
baby yesterday so there's that that but
that is okay whatever
any and it's going last night I attended
another event by Carroll County Public
Library which they do of amazing things
here in conjunction with a likely story
the bookstore in your district up top
Commissioner Osteen they partner with
them to bring a lot of great authors
here so last night Harlan Coben was here
and it was the Arts Center sold out
standing room only
and what an incredible individual I've
been to a lot of these author events
this guy is by far I don't know if you
read any of his books we've read a bunch
seen he's got a couple movies that are
out just an incredible individual and
and he was interviewed by our own Ted
Zaleski who did a great job one-on-one
on stage for about twenty minutes with
Arlen but Harlan sort of let's it led
the conversation because he's got a
tremendous sense of humor
and just gave a really good insight into
how he writes these books and you ever
get a chance to go to these author
events they are really cool so check the
Carroll County Public Library website
and it's there
they're fun events to get to go to so I
just wanna wish luck to University of
Maryland basketball term oh yes and also
a couple of wrestlers from universe at
least one I know the heavyweight meet is
wrestling and the n-c-double-a is as
well so good luck to our University of
Maryland athletes tournaments first-time
firstime firsttime for them is in mount
st. mary's in it in the Big Dance and a
big shout out to uh mr. Weese who is
playing for quick yak on Saturday
Quinnipiac Quinnipiac up in Connecticut
and they're playing Saturday so big
shout out to her and kudos to the family
yeah determined all right so with that
being said first on the agenda this
morning is mr. Fowler with great news
for eight commissioners
two and a half weeks left okay thanks a
lot
next on our agenda and crossover was
Monday that's another piece of good news
so all of your bills have crossed over
the county Bonneville's been passed in
in it's obviously cross filed bills have
passed in in its respective chambers and
they're heard in the opposite chambers
was heard Tuesday you next week so we're
fine there the Sunday gaming prohibition
is moving I think I mentioned to you
there is a difference in the enactment
dates and that'll be hashed
and that'll move through fine one of the
big two Big Kahuna's I think at the
moment ones the minimum wage bill which
was passed it went to conference came
out of conference with an agreement one
of the big issues was the reimbursements
for developmentally disabled community
and there was a compromise there the
house had reduced it the Senate had
increased a little bit so they've
they've compromised at four percent is
the number and also they agreed to slow
the implementation for small business we
talked about that so the $15 limit or
$15 level will arrive on January 1st
2025 for all businesses with the
exception of small businesses which are
defined as 14 or less employees and that
will go to $15 on July 1st 2026 so a
little slow in the implementation the
governor is very disappointed he'll
likely veto the bill
I think obviously that the Democratics
have the the ability to override the
veto so I see that going forward he I
don't have the numbers in front of me I
think he claimed in a decade after that
implementation
he's estimating the staple lose 99
thousand jobs and 61 billion in
economics
activity so he's very disappointed
to say the least the other big kahuna
the other half the big moons capital
budget and the house person was passed
last week and the Senate version is up
before if final floor vote today all the
debate went on yesterday a lot of lot of
debate about a particular aspect of
education funding and that's the boost
program to private schools a number of
the senators wanted to wanted to bring
that back down the house the house
caught it very significantly in their
version and the Senate did not and there
was a lot of debate around that
yesterday but the Senate has kept that
funding in there so they're not that far
off I guess relatively speaking the
House version is forty six point seven
billion in the Senate versions forty six
point six billion but there are changes
there are differences in education
funding state states excuse me the
houses version is significantly higher
in the education funding one good thing
in the capital budget the turf field
bond was approved for one hundred and
fifty thousand so that will go through
the special disability allowance for
fire police that we've been talking
about House bill 645 and s that's passed
the House last week I think we weren't
sure about the where it was in the
Senate but it is scheduled to be heard
next Thursday so it passed unanimously
in the house I suspect it will will go
through in its current form the next
generation I'm on one bill has passed
both houses there were some amendments
offered up in each house so I I'm sure
they will get ironed out as well
renewable energy bill we haven't talked
about that too much but that's the clean
energy jobs Act and that would require
50% of the power in the state to be from
renewable sources by 2030
I did pass the Senate not certain how
the house is going to act the chairman
of House economic matters Derrick Davis
is is usually pretty pretty conservative
when it comes to utility legislation and
he's I'm not so sure he is completely on
board with that so we'll have to see how
that goes
senator Hester's innovative schools bill
is going to be heard in the House
Appropriations Committee today it did
pass the Senate there were a couple of
friendly amendments proposed and
included and that one of those
amendments was that the counties would
be able to approve the MoU between
respective boards and that's that's in
the Senate version sceptic bill our
favorite bill we've been talking about
house but 190 that did pass the house
then the Senate Committee hearing is
next week we're working with Makem to
have cesspools treated the same as the
other septic systems in the bill which
means they would have to exhibit some
type of degradation to be considered
failing which is a pretty I think pretty
significant step so less Napa Bay Co has
discussed this with the with the
proponents of the bill the environmental
community and they're on board with that
change they believe that's fair he was
going to be talking with delegate
Lafferty who's it's the sponsor of the
bill I'm gonna see less tomorrow if not
today and see where we are on that I
appreciate and I again I think that's a
testament to the community reaching out
with their concerns with a bill us being
able to work together to work to
influence the outcome of this bill and
appreciate your your work and
persistence I'm doing this but again you
know we do matter with what we were
saying we being the County
and this is a good good example of that
so keep working it and with the intent
that it'll get the adjustments necessary
and the amendments necessary yeah and I
think the data that we arrived at was
pretty significant absolutely right so
so I think that that should sway some
would be talking septic ancestors couple
years ago but you know it matters and it
matters to the community so I appreciate
it out good very good
and just generally if you've been
reading the headlines you know what some
of the furor in Annapolis now is with
the the issues around the University of
Maryland Medical system board and some
members is essentially with business
deals with the system the lead in that
is mayor Pugh
obviously she is resigned from the board
and several board members of have
resigned as well so that is going to
play out and I understand that the
speakers introduced some legislation to
reform proposed reforming the board so
we'll see how that plays out that's
gonna be I think top of the fold for
that for the comment for the rest of the
rest of the session I'm sure also I
think there's some concerns about the
Chancellor and a Board of Regents at the
University of Maryland system so
problems in our I think there are pretty
significant systems we haven't stayed
here
it's prominent it's a shame that it's
gotten to that level it really is so I
went to the Shock Trauma board meeting
on Tuesday and it was interesting to see
what seats were empty
for the record I'm very clean okay
got nothing no business you didn't write
a book and so no book his books no no
those books Joe but it's interesting
it's unfortunate I've said this many
times that you know you just I don't
understand why folks just don't go by
the rules I never understood that so
well they they claim to be legal right
but yeah appearances mean a lot too
yes they do particularly but one of the
things just come to our attention it's
kind of related I think there's
something you're going to talk about but
the Senate inserted into the Burpo the
budget reconciliation the financing act
a requirement that a County's delegation
needs to approve its letter of
transportation priorities that goes to
the state now that's something you
typically do every year I think it adds
a few other wrinkles in there you have
to attach some maps and you have to you
have to describe how it aligns with the
state's transportation priorities but I
don't necessarily see as a problem for
you it sounds to me like it's something
again driven by those counties that are
at odds with the governor and his
transportation priorities so we'll see
how that that goes
yeah we've got no worries there so I
think today you'll be testifying oh yeah
there's a lousy task force
tier 5 service you have mistake yeah so
when you're done I'm done
and I'll be turning this and gabbro

Commissioner Rothstein we're gonna we're
gonna fly to Annapolis and and you have
a parking space at 75 Franklin Street

cuz I think it's gonna be kind of jammed
up down yes well it's yes it's us so
it's a service he's actually his funeral
is in Denton okay there's a there's a
server service form today and it's all

where that hasn't moved yet so the
expectations day will not establish the
solar task force legislation I don't
want to predict that if you what is
pretty late in the session okay that's
good news because I don't think we were
postured to have the best representation
from the county or the rural community
to have those discussions so yeah I am
concerned as we are looking at how we
are applying solar energy and for zoning
and for establishing the best solar
energy practices in our county and to go
into our master plan I want to make sure
that when it's in line with what the
state is doing but also more importantly
to me that the state doesn't bully us
into a position that you know conflicts
with what we want to achieve yes and I
think that that the state will be
looking for the counties to have gone
through some type of process an
identified area
that are suitable for it so the fact
that you're working to develop that I
think is a very good thing okay thanks
anything else for Mike good luck very

agenda over to Commissioner Rothstein
and we're headed to Annapolis
good thing I'm a lefty okay item two
this one declined come on up come on
requesting approval and signature
priority letter county transportation
priorities miss Linden Miss Mary good
morning commissioners ladies as
commissioner Weaver had requested we
brought maps so we see where the
priorities are located so as we came
before you last week we did make
adjustments to the letter you should
have received those for this morning
with regards to the intersection of
Maryland 26 and 32 and its breakout
project and also the removal of Maryland
30 from the priority letter based on our
discussion and we did I had met with
Commissioner Wayne's about Maryland 97
and given that the scope of where the
community center is located and the
scope of the 97 project that was not a
break out project from what we had we're
not do lysing that far north so it
wasn't appropriate at this time to make
that a breakout project but I know he's
had discussions with state highway
administration and so have I to kind of
formulate a game plan for what can be
done moving forward and they agreed to
that this letter may not be the
appropriate venue
put the recommended turning lanes for
the community center and although it's
not break out we could still put it in
as a priority we I mean I understand and
recognize that a breakout is something
that is within a plan a swath of road
that's being done
he said the whole swath being done you
just take one piece and that's breakout
and it may not be the plan to renovate
or revise or change 97 in north but this
is still a priority to the county if
we're gonna move forward with Charles
Parham and it's we gotta be careful that
if I'm looking at funding Charles
Carroll you know the budget that we're
doing it with the sense that this road
is gonna be done you know either in
conjunction to work because it's not
then my concerns we're gonna be
allocating money and it may not get any
anywhere if we don't identify this road
as being fixed so I I think it is a
priority house is this aligned with the
state priorities it Mike just brought up
so this is a pretty based on a project
that the county is doing it's not
necessarily a priority for capacity
enhancing and that's what the objective
of this letter certainly asked mr.
Rothstein's that if we want to make that
a priority she put that we would want to
see that section improved we can
certainly do that in the letter I'm
sorry for the confusion on that after my
discussion it seemed like that was not
the direction to head in but we can
certainly add that in as as a priority I
think it's much more important and keep
97 from Ibaka Valley Road to 140 and
concentrate on that part of 97 because
that's where congestion is that's where
the all traffic problems are if you ask
me on that road and if you're looking at
the state priorities of relieve
congestion on the roadways that's the
air which have hit all night
right now so I think that needs to be
put in the I see what you're saying
about community setting and so forth and
something probably needs to be done
there I think this is much more
important right now
I really do for capacity for that road I
think again walking into this is Charles
Carroll Community Center a priority for
the county itself for the center to
become a community center it's been put
into the capital budget so therefore it
is a priority in order for it to get the
results we want
ninety seven has to be developed and
let's make that leap okay well we're
directed to by the state highway but
Evan dot said in order for you to put
the community center in place and open
this community center which okay that
ninety seven has to be adjusted to to
meet to me so so that's the case then
and if it's a priority of ours to do
then we got to make sure that it's
visible to the state then should be a
priority for them as well we don't have
a choice we don't have a choice that's
that's a point I mean if if it's not
priority to the county for Charles
Carroll then I'm not concerned with it
but if it is a priority truck to the
county which I think it is we set that
right three years ago right so if I
inherited that then in order for us to
do it we've got to be able to have 97
adjusted so therefore the state needs to
be aware that that has to be a priority
now it may not be a priority for us to
drive them to do it but it needs to be
very visible for them that a state
highway adjustment has to be done in
order for us to I mean am I missing what
AM know you know and again this is not
my district up there and up but if it's
a county as I'm looking at this party
then what are the priorities for the
state highways that
to be done that are in conjunction or in
coordination with the priorities of our
County I rather do it that way then flip
it the other way saying are we looking
at the highways because these are
highways priorities for the state you
know what do we want and I think we want
Charles Carroll to be established from
what I've already started so that kind
of drives the priority for us right
I don't know I'm not sure one of this
it's something way I look at the letter
sister too
it would be a congestion on the roads
and the help with traffic flow and then
and that kind of thing that's how I'm
looking at this and that's what our
priorities are have been at least the
time I've been on the board Charles

municipalities if it's that if it's the
latter then we should put you know
what's in you know
what what has to be done in order for us
to achieve the results we wanted sheep
in the county which means the ingress
egress routes of ninety seven by Charles
County Community Centre County right
yeah it's a little bit and you know the
main objective is for these capacity
enhancing larger projects that are
identified in the consolidated
transportation program for the state
that big book that we get a tour and
that lists all of the major projects if
this is a priority and you could
certainly be put in the letter it can
diminish a little bit the other
priorities underneath of that according
to how they reviewed the letter so I
think the decision by the board is how
do you want to prioritize this in terms
of the other items that are listed my
thought is that if trust care community
center is a priority for the county and
a major project for the county in order
for it to achieve the results we wanted
to achieve ninety seven has to be
adjusted and I don't think it's gonna
diminish anything I think it's in line
with what our requirements are that
that's my two cents I mean I I'm not
worried about the length of this I'm not
worried about I'm worried about putting
the priorities that the county wants to
see done where you know their state
requirements and their state highways we
do it all ourselves and I won't worry
about it but I don't want do it all
ourselves
I want the state to recognize that this
is a requirement that needs to be done
and adjusted on the highway for the
county to receive the you know get the
result we want
I where'd you where would you put that
in a letter just out of highway capacity
on Madison project I don't know if I
would added into the Maryland 97 perhaps
just as its own separate project maybe
right at the beginning if you want that
to be the top crepes it's beyond the
scope of Maryland 97 as this project
states that's been a long term scope
that has been worked out with highway
administration of where the need is for
capacity enhancing to perhaps in that
first paragraph I'm saying that the
county needs assistance with regards to
I think there was a D selling and a left
turn lane that were recommended so
perhaps that would be put in at the very
I would say at the very beginning of the
document
are their first letter again I mean I
would say maybe in that um first or
second paragraph what we're saying and
this year we'd like to to work on here
are the following priority so I would
break out even maybe before highway
capacity enhancing prime why not just
have a separate paragraph talking about
the state highways that are connected to
county priorities for County priority
projects and this was just community
centers and I a project that believes so
what are the things that needs to be
accomplished in the state for us to
achieve the projects that we believe our
parties in just have a days a separate
paragraph and are there other projects
in the county where we need the state to
change the highways or make adjustments
to the roads you know I mean the freedom
plan you know in order for the fear plan
to have the success we want the freedom
plan to have 32 and 26 need to continue
to be a priority right I mean that's so
it could be so it could be done twice
you could say hey here's our parties but
also in it
in addition like more ammunition more
more more value to the priority this is
why 26 and 32 because it's tied directly
to the freedom plan just like this is
tied to Charles Carroll Community Center
now you sound me I don't make sense we
can tie the state parties to ours
yeah I mean it should be a easy sell
yeah I mean I think that's that's where
I'm coming from is what are what does
the county want to achieve and you know
I mean I understand what you're saying
but that's where we're gonna put in
letters yeah is looking at now because I
don't want these others that the highway
capacity enhancement projects to be
pushed back at all right these are
things that we have identified in past
years and years and years and need to be
done keep them near if we're gonna have
a paragraph for this and perhaps we
should because and the state's already
identified something needs to be done if
we're gonna you said maybe put it at the
end of this particular section not at
the beginning like because I think
that'd be a more appropriate place it
looks at is that highlights these top
three as the top three correct you put
something in front of the area is that
the top three anymore I don't know
yeah I agree if we've been driving our
priorities do not lessen our priorities
right but if we're recognizing a new
prior a new requirement and we're
adjusting the letter to tie it to our
county priorities like this project you
know right and safety reasons that this
is the first state said that we needed
these additional lanes and my guess is
safety is the main reason that the turn
lane in the deceleration lane and
similar to what we did with the the
light yeah the gillis and we got some
action on that for safety kind of thing
and it's put it in the same context as
that this is a safety issue the witness
we're putting our own funds in a four
and a half million dollars whatever it
is into this project we need these
enhancements
297 to make this a safe community center
something like that but not in front of
the first three projects are there other
County projects that we've identified as
priorities where we need to state where
they lie on the state highway I I don't
know I'm asking a question
I know the freedom plan one you know is
a good example that can be put into this
as well anything I mean we've allocated
money to those have been addressed I
think okay well I can't think of any
other time I hear but it's a good
thought we can you think of any no we
typically do address that with our main
projects and the letter what economic
development opportunities have happened
recently things like that to enhance the
prayer
yeah I mean that's all I don't I don't
want to definitely don't want less than
our priorities you know but I think we
need to address this even though it's
not considered a breakout project or
something that they're really focusing
their attention on if we're focusing a
lot of money in our budget to making
Carroll Community Center a reality this
has to be done and and we need the state
to know that that's this needs to be
done okay so we'll make that adjustment
would you want us to come well we'd like
to get the lunch so as Mike Fowler said
we do this a lot of other jurisdictions
it's all over the board whether they get
it signed and supported by their
delegation or not we have always in the
past had delegations support with
regards to this letter and we are very
proud of so we've always pretty much had
a full signature block with regards to
that so given that session only has a
few more weeks we would like to get this
letter to mr. Fowler sooner rather than
later if you're an agreement to have him
get the delegation while he's in
Annapolis to sign off on it and send it
so I guess the question is would you
want us to insert the language and work
with the County Administrator for that
and then be able to give this to mr.
Fowler to have the delegations I would
you like us to come back again
well I don't think you have to come back
before us but if you work the County
Administrator always the task but give
us a copy the letters we'll look at it
we don't have to do it no concession if
that's the only change we could sign it
sign off on it and then send it down
with my Fowler at that point that way so
no more expedient explanation on details
on the priorities I think would be all
we need to do with this
forward I don't think we need to go
through this I mean you know their
projects this is the 2032 project this
is from South of Maryland 26 down to the
Howard County line
the idea with this particular project
for dual ization is to meet up with the
larger scope which is the entire duel
ization from 30 to at 108 all the way to
26 to have easy access to I 70 that's
the goal for both projects in Howard
County and in Carroll County so this
just meets up with Howard County and
regional priorities um again as we just
discussed Maryland on 97 the current
scope of the project is form 140 up to
Bachman's Valley the current project is
the interchange of Maryland 97 at Meadow
branch that the counties cooperatively
worked with on State Highway
Administration on new this year to this
particular portions making sure that we
really do look at bringing this all the
way down to 140 to have that dual
ization and access again Maryland 26
from the bridge at the reservoir to 32
again this is a major commercial
corridor for the region and having
improvements to this area it's greatly
needed that includes sidewalks yes I
upon and there's also from the mean we
have with state highway the other day
there are breakouts with it yes they're
looking at accomplishing yes okay

um and then the to urban reconstruct
Main Street projects Maryland 31 which
is the New Windsor Main Street I'm in
851 and Sykesville let you know we have
them are you attending to me yes I'm

bunch but uh I think they're also the
state's bringing the hydrogeologist

on that streetscape include a some type
of bike lane because going through the
air it is because you have to ride away
he's and so forth sidewalks good which

walkable safer would be a huge benefit
yeah I agree I was very that is my
district and I did door-to-door in that
community and the sidewalks are
atrocious I heard a lot of complaints
from the citizens there so I'd love to
see that happen and that's only just to
be clear only on the 851 portion not on
the town streets so this is just for the
state portion not 850 I'm sorry 30 men
30 right Maryland 30 or not through that
right not the town road and they use a
lot of runoff from the roads and tree
yards as well so this is badly needed

exfill Main Street in Springfield Avenue
and again here's the extent of that
project down to the Howard County Line
so those are the priorities and we will
go ahead and make those adjustments and
work through the County Administrator to
correct that language and we will get
that to mr. Fowler so we can have the
delegation sign off on it as well

the FY 2020 macros conflict resolution
projects grant application and
acceptance of award the total request is
one hundred and eleven thousand two
hundred and forty seven dollars and
eleven cents as you can see on their
briefing paper that no Talia match is
required okay so if you have if you have
any specific questions about the program
nathan is here to address those do you
ever think you want to say about it
well I can tell you a little bit about
the conflict resolution grant program we
have a number of different things that
go under that grant the first and
probably the largest chunk of that grant
is our ADR practitioner that's
alternative dispute resolution
practitioner he is a attorney that's
available and trained mediator to be to
do same-day facilitations and scheduling
are not scheduling conferences
settlement conferences basically as the
bench and magistrate request pretty much
every day that court is available he's
that courts in session he's being called
two different courtrooms different cases
to work with the litigants to help them
out especially when they are on
represented and they to help them to
work out these cases before it has to go
before
what's the term of this grant this is a
one year when if it doesn't get funded
an additional year will you do
unfortunately that would mean we would
lose our Adi practitioner program the we
would lose the some of the other
training funds that we're looking at
this and we wouldn't be able to start
some of the programs that we were wanted
to do involving the limited skill
representation for parenting plans which
is something that we're starting to
start next year it's great point because
we're relying on a position because of a
grant and those practices and prostitute
in place over the year know of a sudden
that grant doesn't occur are we gonna be
asked to incur the cost no my both the
PDR practitioner is a grant funded
position so it is contingent on that
grant being there he's our current
Invader practitioner mr. Biggs is a like
a lot of people tell me what
administration they continued employee
and without that grant that employment
no longer exists right but this is not
new I mean it's a new appointment would
but again the concerns is this gonna be
a new position is one that we've created
and past years using the same Grail we
have to apply for years okay year to
year there are new parts to this yeah
but those are not those are also
contingent upon the grants being there
in order to do right these positions
only there if the grant comes through
exactly because that's what's considered
positions are which I got a good Ted
here though gave me a good lecture on
this the other day so I have a better
understanding now but contingent
position as grant goes away there's no
position yeah we're good with that okay
I thought I make a motion that the Board
of Commissioners approved the submission
of the FY 20 mark OHS caught conflict
resolution projects grant application
and acceptance of the award a second

for FY 2020 Maryland criminal
intelligence network program hey no sir

hopefully this will be as easy as your
last one
so commissioners this is the Maryland
criminal information network it's our
second year in pursuing this grant by
way of background I know some of you are
new that weren't here when we approve
this before but essentially this is
something really special that we've been
given the opportunity for Carroll County
being part of the Maryland criminal
information network is made up of sites
all over the state we have about I think
about eight or nine sites now and it's
essentially the governor's project to
connect through data all of the
different locations so that we could
share data among jurisdictions because
as we all know we don't we don't make
the ouvea here it comes from all over
and it really helps us when we get
people that are selling here to know how
they fit into the bigger picture so we
could dismantle certain criminal
networks that are operating in other
jurisdictions I would had the good
fortune of the governor pointing me to
be chair of his gang council and
criminal network council as part of that
we were only one of three three
jurisdictions to receive the software
$700,000 software for nothing from high
intensity drug trafficking
administration that will allow us to
analyze all of this
us Baltimore City in Anne Arundel County
received this ability our state's
attorneys all received the ability to do
this obviously that's not because we are
a high crime area we have the lowest
crime rate in the state but what we do
have is a lot of end users of the
illegal activity that happens a lot of
people are using and they're dying from
that what this is essentially is a
program that we've been able to reach
under strands of understanding with a
lot of agencies like Department Public
Safety together
jail phone call records different local
law enforcement agencies we're going to
be memorandums of understanding to work
with jointly but we will be identifying
and targeting criminal networks that are
distributing drugs and committing
violence that is the entire focus of
this and as we've come to know a lot of
times we might only see a part of that
operating here with the rest that is
operating elsewhere the success has been
really great in other jurisdictions that
have implemented this last year we we
originally got this grant from the
governor's office and I've came here in
hims asked is this something to continue
as I told you then and I'll tell you now
it is very much an initiative the
governor is supporting I expect this
grant will continue it is developing
around the state and and we're having
the good fortune of being a leader on
this I think we're going to see some
really strong results but we are in the
process still building it we got this
grant later in the year about time we
could get positions and all that
organized but I anticipate we'll get
this grant again obviously we have to
put in but I've had a pretty regular
conversation
who's with the governor's office in
terms of what we're doing and how we're
progressing we are everything had been
approved previously you'll see the
senior assistant state's attorney in the
primaries this board the previous board
had actually approved that so that's
just what was already going well we're
no change there what we are adding this
time is what is a cap data analyst and
so you understand what that is put in
layman's terms essentially when law
enforcement sheriff's office gets phones
these are from those that have overdosed
or suspects and search warrants we can
access we will download all of the data
the contacts that goes into a system
which is again analyzed by the program
and how that works is we let's say we
have eight different people that
overdose and they're unrelated as far as
we can tell but when we upload all that
information and we analyze we find that
all of them were calling the same number
an hour to two hours prior their
overdose guess what we've discovered
we've discovered someone that's very
likely going to be a dealer and so
that's what this will do and so this
analyst will essentially help upload
that data all into a system that can be
accessed statewide so very excited
program I'm always very honored that the
governor's office supports our
initiative on this so the county
contribution you will see is that I
think point that it's great this one's
grant position but there is a percentage
that grants don't cover whether it's
like partial benefit I think I'm saying
what the salary request is and that's
just across the board so that that's the
number that you're seeing there can we
accept this ground without doing this
new position right now can we do what
can we take the grant without putting a
new position in right now because I'm
we're getting to the budget session and
that's when we normally look at new
positions and new funding and stuff like
that so that's my I all for this I'm all
behind it but this kind of takes out a
step of how we normally do the things
especially with a new position and we
can say it's only twenty thousand
dollars from the county but it is twenty
thousand dollars from accounting
extremely tight budget season I think so
is it possible to do everything else
except look at that new position at this
point and then put that into the budget
and I think we've talked about I know
we've had this several times where the
grant process doesn't unfortunately
align with the budget session we you
know and it's always a constant problem
and I get that I mean obviously I would
prefer to be able to say it as a bunch
of peace yeah it is I would say no I
mean we this is a really integral part
as we move forward to we got to have the
data inputted we got to have this
project and so I mean I guess we can
submit it and then reject it but I don't
think that would be a really smart idea
for us to do that with the governor's
office I mean I I can't imagine the
position all of you are in and having to
sort through all the demands I said I'd
never would want your job actually I
could only speak for us and
and the opiate issue and I don't I mean
again I don't think there's the bag that
we're getting from the buck with an
extra 20,000 I just I can't imagine not
moving on this grant I mean the
governor's office is committing hundreds
of thousands of dollars they're giving
our County to address this I mean I
think we have to we have to kick in
something on that
howlihowl this is a number one priority
we as a collective society are facing I
think it's imperative that we do include
it and move forward with it let me it's
something we had three hundred thousand
dollars set aside for some of these type
things could this come out of that money
in the future money is all all
designated this year's all it's totally
dedicated well this is for next year
connects to this for 2020 but it is
currently for FY 19 all designated and I
believe those programs continue and most
if not all it's it's possible numbers
but it's possible that there might be
you know we were facing a really tight
budget coming up and I agree with
Commissioner Fraser well you have to
look at every penny here in the next
year and your initiative it's great I
love what you're doing I love where it's
going and we do need to keep fighting
against the opioid crisis and what
you're doing and you've done a great job
here this assistant state's attorney
anyway but what I've we have to find out
where the money is coming from I think
before we can approve this and we really
have to see can we order I mean we're on
a tight budget again I as commissioners
you have to make those decisions we
can't really submit a package without a
plan to the to the governor's office if
if I have to go back and simply tell
them that we're not in a place to to do
this then they're gonna have to make a
decision based on
fact that we don't have an analyst so I
I don't you know I hear what you're
saying
but I mean it just that's kind of the
position we're in I think it's due next
week yeah and between when it comes out
when we have to do it it's very quick if
you recall I don't know not all people
here but that was a reason when I came
in last time I really pointed out that
this was a project that I expected would
be here There is obviously a potential
for $20,000 in the county for next year
but that is essentially to help really
continue to blossom with this program we
can't and we have five years of phone
data and when you got to go back and get
uploaded into systems
it's a project and it may be in all
candor it may be after next year this
position might not be needed if we can
find an ongoing resource but we've got
to go back and get old data to put back
in the system because it's not in the
system because this is all something new
that we're trying to do you I appreciate
that
those comments but might you you're kind
of answering a question that I'm having
is is this a long-term intent where it
will be budgeted for the following year
now I think the answer is been yes but
you just said that this may go away and
I'm like well now if it's going to go
away are there my concerns are there
other resources to do this type of
analysis and you know this is my
experience this is what I used to do and
so with that said I really do appreciate
the intent of this position for all the
right reasons and to take down this
nefarious you know system so I'm all for
the work done the big challenge that is
being discussed now is do we have the
funds and if we do find if not where's
the risk and taking the funds from one
to another can you allocating wearing
your budget to the jerk sighs I don't
have any I don't have $20,000 within my
budget aside cut somebody's pay I mean
you have a great budget Alastair with my
green line and she makes sure that we
spend you know every dime it goes to
where it's supposed to go
no I mean I again I I can only say as
commissioners you know you obviously
have to make those calls I don't know
what else I mean I I know that we spend
in our office an enormous amount of time
enormous amount of time getting grant
money to defray the cost on to the
county I sit on this council I go down
and I deal with the governor to get us
money in the county obviously I can't
get him to give us every dollar there's
gonna be $20,000 on this we're gonna
have to bite again that's your call but
this is good inside whether to fund that
this is a it's most grants all year to
your grant and you're possibly this is
one time or one year position possibly I
would be comfortable with maybe looking
at taking this out of one-time money
right now and then looking ahead to
trying to put it in a budget for a
future if it was necessary because I'd
be more comfortable coming with that and
try to have do we go on wanting to put
into there now well that's question and
we need somebody to answer
I think Roberto said she brought a check
so we can we can have budget look into
it unfortunately I think your suggestion
of possibly using some of that $300,000
from the not in Carroll money that is
ongoing if it's not already allocated I
thought we had some left in that it was
uh well again this is next year I think
and I know ed and the senior policy
senior
and working - you know there were some
things they did sort of one time since
since it was ramping up this year and
then there were things they were doing
they were looking toward to do on a more
ongoing basis I mean my sense is that
whole 300,000 is spent but unfortunately
a couple of key people that we would
need to answer the question or not
readily at my fingertips and so I don't
think we have a good answer to where
we'd get this money at the moment sounds
a responsibility we don't have $20,000
in one-time money left to put this next
yeah I know but but we've been using a
little bit here yeah there as well a
couple hundred thousand after a while
it's a million and we get well I can
step coming up answer especially can put
in the application sort out those
details by the time we come back you
would sort to accept the application as
far as the one year yeah I don't want to
lose that question the reason I'm saying
that is it may be a one year position in
our office ultimately once were one of
the problems what we have to get this is
there is historical data that we've got
to go back and get uploaded and you
can't do that with existing resources
ongoing it may be much easier to either
find someone else that can adopt that or
ask a different agency to write to seek
that right and so there could be a plan
to regionalize this protein used another
agency right I mean right for those that
have been I don't come over here and try
to ask for a lot of things there's not a
bigger issue I mean it's just not and I
recognize the cost I I try to look for
the grants that we can to minimize that
cost but I think we have an answer
maybe yeah so so so as it stands at the
moment we believe there's for FY 19
22,000 that has not been spent
of the 300,000 in the not in Carroll
program that we put toward and so there
is a possibility of using encumbering
that to next year there's also still
time because you haven't done your 2020
budget to allocate not give two full
three hundred thousand to that program
as it stands at the moment and give
twenty thousand five hundred and ninety
two dollars to this does that make sense
the first course you said if we do have
that that's great because you know I
shared this is the number one priority
and there is no doubt and the hard
questions are not about the value of the
position and again from my experience
doing exactly what this is it needs to
be done and so I'm yeah I applaud you
come in here and understanding that it
is such a difficult one because we're
watching our pennies right now it is
absolutely number one priority we
couldn't move that money for next year's
budget so we could take the money from
the non Carol initiative of 2019 is that
correct
it's a 2020 budget for okay this twenty
thousand and yes we're looking at the
smart people at the back they're
discussing
too many people are talking in Deb's ear
the question was just to confirm what I
said that they could in fact take the
22,000 it's left from the not in Carol
more more information that's right just
finding out that there isn't 22 there's

Interest needs assessment survey like if
this is discussion only no money

good morning commissioners what I have
to share with you this morning is we do
a needs assessment survey every five
years and this is to help us with our
capital budget but then also with our
programming and we thought the timing
would be really good because we're
actually getting ready to start our FY
24 FY 21 budget process actually takes a
year before it comes to you as part of
the overall CIP so why do we do this
again part of the budget process also to
evaluate our programming we collect
input from a number of places we get it
from the survey we get it from our
volunteer of Recreation councils we also
get it from staff who interact with the
public throughout the year how do we do
it yeah two surveys this year the last
time we did it we did a random survey
survey only the random survey is sent
out to 1% of the county's households we
access the information from the county
tax records and we set a goal of trying
to get a 20 percent response rate from
that we'll send out a letter with the
length the survey is done online we mail
out hard copies that they'd like a hard
copy and then there's generally repeated
phone calls to go back to try to get
close to that 20% we ended up short of
that 20% this time we got about 16% back
but this time we also did a public
survey where we advertised the dollar
website through our Facebook page
recreation councils distributed through
their mailing lists we got a tremendous
response there we had over 1100
responses there no it's interesting
because we have different groups that
tend to show up in some of these surveys

councils made the joke before about the
preacher surveying the choir these are
folks who are kind of plugged into our
programs generally their responses are
going to reflect some of that the 1% the
the random 1% of County households that
tends to be more of the random tax payer
they may not have ever participated in
one of our programs or visited one of
our parks I think it's valuable to get
both perspectives and it's also
interesting as we go through the survey
some of the results you can lay on top
of each other and they look exactly the
same
others are pretty dramatically different
and I will point those out to you as we
go through this as far as the capital
budget that was the first area we looked
at areas of existing parks that are used
the most you see the public survey
walking trail athletic field playground
wildlife viewing and picnic pavilions
random survey walking trail again was at
the top in fact it was more than two to
one preferred over everything else a lot
of overlap a little bit of shuffling of
what the priorities were one of the
things that I find very interesting and
this is a recurring theme throughout the
survey many of these are passive
recreation activities we're seeing a
general shift to that that's consistent
consistent with the shifting
demographics of our county so as I said
that's a recurring theme that we will
see should that one work in there
passive passive recreation athletic
fields would be more active when you see
athletic competition businesses I'm
sorry fishing is passive that's that big
of a fishing well that some of the ones
that Connie run I don't know if I've
ever done I mean to find passive
ventilation activity quieter a little
bit more low-key it's not high impact
it's not high stress the walking on
trails is passive okay okay that's how
you develop we would be with a branded
you could use that same trail to run a
running enjoy
okay the way I fish it's very we ask
people what the most important criteria
was when they use a park coming in at
the top was that they are well
maintained so publicly we'd like to
thank the Bureau of facilities for all
the work that they do maintaining the
parks and for our own park maintenance
staff at the major facilities also
people want to feel safe and they want
it to be in a convenient location close
to home when we ask people which part
they or parks they had visited during
the past year the one that came in at
the top was Westminster community pond
not surprising a lot of people go in
there even if only for a short period of
time they go in multiple times per week
and very popular park things that kept
people from using our parks they don't
know the locations that comes back on us
we need to do a better job of marketing
to far from where they live that may be
a case of where we have our parks
located and we'll talk about that in a
little bit more as well and the other
one we have no control over is they
don't have enough time to go to parks we
asked what their top priorities were in
terms of spending their money in the
capital budget for every $100 where do
you think it should go the average came
out to $38 for fixing and repairing all
parts $33 for developing new trails and
$29 to develop new indoor recreational
facilities
and we asked what additional where new
facilities are needed we've listed the
top 10 but we've showed you all of the
responses here
I had to chuckle when I saw it at first
the restroom facilities I'm thinking
soccer moms United have come out and
taken is always rice bottle pots aren't
that's not what they are considering
restroom facilities they're looking for
flush toilets and that's challenging for
us in a couple for a couple of reasons
one they're a lot more expensive to
build and to install but then also it's
the maintenance of them and the access
we do not have part-time staff like some
other counties who line ball fields and
oversee the games that they occur unlock
and lock bathrooms and clean them so
that all falls back on volunteers and
again we have very few parts that do
have flush toilets typically it's the
major park facilities like Pawnee runner
Hacha WA Freedom Park is an exception to
that trails showed up twice both the
natural surface and hard surface trails
artificial turf field showed up high and
this is one of those areas where it's
scored differently with the different
surveys the rec councils the public
survey they supported 41% it showed up
pretty hot the random survey the
taxpayer survey showed up much lower
only 15% so if you don't have children
in those programs or you're not using
that field yourself it's not as much of
a priority indoor walking and track
facility that was about
middle-of-the-pack of the top ten and
again I had to chuckle a little bit
because we put this survey out at a
stretch when it was we have that 5
degree 10 degree weather and I'm
thinking this would be a nice diversion
from walking at the mall or whatever
place but I also think that people
interpreted that is
of a recreational facility and not a
competitive facility when I saw indoor
track here's some place I can walk
indoors it wasn't necessarily here's
some place that can hold track meets so
that maybe comes back on us as far as
how we define that facility certainly
could be designed to accommodate both of
those functions but I think that was an
interpretation issue something that came
out of the blue that we've never really
had significant input before before was
indoor aquatic facility that was in
about just below the middle of the top
10 again athletic fields scoring higher
with the rec councils lower with the
general public water trails it's the
first time that showed up and that's
something that we've been working on
trying to develop some canoe and kayak
launch areas what's not Rea what's the
water trail meaning water trail
basically means you've got different
points that you can put in and take out
a canoe or a kayak so just like a
walking trail would have a start and
finish water trail you can put in at one
location and go down to the next exactly
that is very firm water them all duly
noted and then making the top ten as
well as dog parks top ten needs to
support through the CIP this is similar
to the last question but now this is
looking at it should we spend public
money County money grant money to
accomplish these things again restrooms
at the top you've got some of the same
facilities showing up once again one
thing I will note on this dog park shows
up in this this would be the first time
we've asked the public do you think
public money should be spent for it so
and that's something that we've not done
in the past we've made the groups raised
the money themselves so I thought that
was interesting that it had climbed up
into the top ten
Haupt land acquisition priorities lands
in areas that are underserved you can
visualize a map of the county and you
look at Littlestown pike going to the
north and Middleburg road to the west
there is no county recreational facility
in that quadrant we're very well
represented through the rest of the
county but we do not have any in that
area now there's a couple reasons for
that
some we've worked with the city of
Taneytown and there are facilities there
that we've jointly funded and there's
also a lot of Ag preservation in that
area and there's not as much population
in that area as you would see say in
Eldersburg other sections land for a new
recreational facility indoor facility
and then land to develop new community
parks when we asked them how should Park
land acquisition and development be
funded their recommendation was
basically to continue the practice that
we do right now use program open space
use the impact fees but also use general
fund dollars as well we had a period in
the past where general fund dollars were
not included very much within that
capital budget I think we paid a price
for that in terms of being able to
complete some projects and then also now
as we look to try to maintain our
infrastructure I think you need that
third tool
are you using impact fees presently yes
we do but they have to be related to
growth
so if we use impact fees for a project
we couldn't use that to renovate
something or maintain existing structure
it has to be to address new growth just
you have an idea how much that is a year
you get not off the top of my head I'm
sorry unfair questions that's alright
but just thank you
what should we be focusing on for the
next five years enhancing amenities at
existing parts develop additional trails
that's going to be a recurring theme and
then acquire additional park you may
recall out of the long term Advisory
Council there was the suggestion or the
need for a community event center so we
asked is there need the public survey
80% scored yes the random one the
taxpayers survey a little bit lower but
still the majority said yes when looking
at the purpose of the facility the top
three answers we're having a mix of
local and out of County use primarily
serve Carroll County residents and then
third was tournaments and different
events that would promote tourism when
we looked at what amenities should be
included if an event center was build
built again not a surprise the public
survey the wreck councils weighed in and
said you ought to have multiple turf
fields the random survey that scored a
little bit lower but aquatics or
swimming
an indoor track showed up in both 90
percent of the people who responded
favored a public-private partnership as
a way to pay for this facility as far as
operating costs 86% favored some use of
fees but then also a level of subsidy to
help make it more affordable for County
residents the random survey it was a
higher number that said no it should be
user fees only 21 percent of the people
said only user things one of the
challenges and it wasn't a direct
question but when you look at this if
you're using private money to build and
operate something there's going to be an
expectation that they generate that
money back when you start talking about
subsidies to make it affordable it then
becomes harder for them to make that
money back so it's not a reason it can't
be done but it's one of those challenges
that needs to be considered
a priority for the bed center versus
other recreation of parts projects 72
percent favored funding it but only in
addition to the existing projects in the
CIP 12 percent did not favor funding
this type of project and one of the more
interesting slides I thought was the
priority versus non recreational parks
projects so if you're comparing this
event center versus roads libraries
schools other functions where would you
rate it on a one to ten forty percent
scored it right in the middle five six
or a seven twenty nine percent scored it
at the bottom 27% scored it at the top
long story short those scores are all
over the place as far as where people I
think that falls in terms of a priority
we had some questions about programming
quality of our programs the majority
were rated as excellent or good we had
higher scores where the programs were
staff operated now these tend to be the
ones in our program guides they also
tend to be instructors who are paid many
have had lots of years of training to be
instructors the rec council program
scored a little bit lower
they are typically run by volunteers
many this may be the first time they
better ever run a program in their life
so they're learning as they go they do a
great job they are probably our greatest
asset as a department but also in terms
of experience you can see why there's a
little bit of a difference there factors
that may prevent participation not
enough time they don't know which
programs are offered and third most
common response was there aren't any
obstacles they are already participating
is that end or of archery
yes it is we do that over in our
building in the center always knock
before you when we asked which programs
were needed we've got a long list here
and I won't go through all of them but
the thing I will
again I think it's interesting the top
five scores are all more passive
activities rather than youth sports or
very active programs one of our newer
initiatives is we developed a new line
of programming called epic programming
experience people in Carroll again
changing demographics we know there's a
growing 50 and older population many of
them do not want to sign up for a
program that has the word senior in the
name
so we're remarketing them we asked what
the most requested types of programs
were and got some good feedback there
those are things that we'll look to try
to develop and try them as new programs
as we expand our offerings general
feedback asking people about the quality
of life how important is it two hundred
ninety five percent said it's very
important we had a very strong response
that they believed Recreation and Parks
provides increased connectedness to the
community improved health and well-being
and play an important role in the
quality of life so when you look at the
strongly agree or the somewhat agree
you're looking close to 90 percent in
each of those categories which we were
pleased with parks within a 10 to 15
minute walk we knew this would be
challenging we don't have the best
system of sidewalks within the county
every opportunity we have to try to make
parks more easily connected by walking
or biking we're trying to do that I
believe if we would ask this question 5
or 10 years ago that wouldn't have been
zero it would have been darn close to
zero we now have some trail connections
to Westminster community pond Cape Horn
Park and other sites and that numbers
starting to creep up so we're
happy with that how do you travel to a
park the first thing you'll notice here
is no these do not add up to a hundred
percent so I did see that but we allowed
people the option to check more than one
if you sometimes drive or sometimes walk
again seeing that 14% of the people now
walk departs that number would have been
much lower a few years ago how do people
learn about the activities top floor
word of mouth social media program guide
that's emailed out to them or our
website the one thing that stands out to
me and there is none of those involved
papers so that's a very positive thing
as well any of the program got emailed
out to you if you participated in our
programs before we have your email
address we automatically send it to you
or if people would like to join the
email list they can call in to our
office and then we'll add them to the
list we have a pretty extensive list
that goes out that way we also
distribute it the email through the
public school system look those are
pretty impressive percentages that you
sounds if you have a dedicated community
that uses these services so they know
where to go
social media took the guide in the
website it's a lot of repeat customers
are repeat customers that's what that
tells me that's good
and this was an interesting one as well
as you all know we charge some higher
fees for out of County folks if they're
visiting Pawnee run park if they're
using our public shooting range we have
not done that with program fees
previously it's always been the same
price across the board when we asked
whether that should be considered 80
percent said yes it's hard to get 80
percent to agree on anything that's sent
a pretty clear message now of course
none of those responding lived outside
of Carroll and finally and I know I'm
going through a lot of information very
quickly but just quick summary and then
some takeaways from the survey you've
probably already figured out the first
one community does that community
desires likely exceed
the ability to fund them we know it's a
tight budget year and that's something
we always wrestle with you ask people
what they want they tell you and then if
you're not able to provide it to them
what would you ask us for but I think it
helps us to know to make those decisions
and to prioritize definitely an
increased demand for passive activities
and that's consistent with the changing
demographics we had some pretty
significant differences on a couple of
the subjects the event center the turf
fields in athletic fields depending
where you fall if you're a participant
or you have children who are
participants you typically score those
higher there's a need for improved
marketing and services marketing
services that's something that we're
going to need to take a look at his
staff our current practice of
maintaining existing infrastructure and
then also trying to meet the new new
needs that seems to be consistent with
what the public is asking for
significant support for public-private
partnership as a way to fund community
events center strong desire for indoor
track and also an aquatic center and
strong support for out of county program
fees so where do we go next with all of
this information as I mentioned we're
starting our capital budget process so
this will be a part of that input that
we'll be working with our advisory board
we're getting input from here from our
rec councils and from our staff some of
that will be developed into capital
requests which then go before our
advisory board and ultimately find their
way to you programming initiatives those
are things we'll look at the programs
that scored high in this survey and look
for ways to implement them and then last
reviewing our marketing efforts and how
we can get the word out better we have
good repeat customers but we have people
who don't know all of what we have to
offer
so we need to make sure we connect with
them you know I didn't know you offer
dance a couple weeks ago and things at
that from granddaughter never Julie just
aspect but uh you know there's a lot of
things that I'm fairly aware would you
offer but I'm not at all I'm not all of
them and it's my fault I mean not doing
it up but yeah I think a marketing
effort it's always good no matter what
it is people get complacent they just
don't know what one of the things we
take a lot of pride in is we don't like
being put in a box some people here
recreational parks and they think balls
and bats and that's it we've not
everything from Arts Council activities
to youth sports adult sports non-sports
public shooting range nature activities
there's really no limit as to what we
can do people want to see a particular
activity we're happy to consider it any
other questions
not just a pre she asian of the work
you're doing definitely listen learn
lead approach you know you reach out to
listen and you're learning what makes
the most sense and next step is like you
said you're gonna lead the effort to
developing you know the chevy developing
what you want a budget so a lot of work
was put into this and i really
appreciate the feedback could you send
this to us electronically absolutely
just digest some of it and of course
it's really interesting and i'll be
sharing this with our advisory board
next week i think some of you are coming
out have the advisory board meeting so
you you can already jump ahead and
pretend like you knew these things were
they'll be very impressed with that

all this reflected of what I'm living
through I'm very happy with

family self-sufficiency program grants
miss Christine Kay and others
appreciative she knows Danielle gates
our bureau chief for housing and I'd
like to introduce you to Carol Smith who
is our family self-sufficiency
coordinator we're requesting of approval
for our annual apply this is this is for
18 fitt and family self-sufficiency
program grant in the amount of fifty
five thousand eight hundred twenty two
dollars this is a voluntary program in
the public housing authority that is
designed to assist residents who receive
a voucher to become more economically
self-sufficient by providing supportive
services the total grant request is
fifty five thousand total grant request
gives me at sixty eight thousand forty
five dollars the with a $12,000 two
hundred and twenty twelve thousand two
hundred and twenty three dollars from
our housing administrative funds
Danielle and Carol will give you a
little bit more information about the
successes we've seen the program this
year good morning commissioners as
Christine noted family self-sufficiency
program is a voluntary program that we
offer to every Housing Choice Voucher
client currently our program has 33
participants and we continue to grow
every day the family self-sufficiency
program coordinator works with
participants to create individual goals
that focus on every family's needs
through the community partnerships that
ourselves efficacy program coordinator
makes she is able to link these
individuals to services that
assist them in obtaining their goals
which is to become more economically
self-sufficient our agency has created
strong partnerships with other county
agencies we work very closely with birth
HSP
DSS the health department United Way
Carroll Community College Carroll County
Youth Service Bureau Potomac case
management and others historically
approximately eighty-five percent of our
participants either attend college or
receive a vocational training
certificate an approximately 60% of the
FSS participants no longer receive a
housing summary we have actually had 24
graduates who approaches Thomas as
Christine said we have been awarded
fifty five thousand eight hundred and
twenty-two dollars this year which will
support one full-time position which is
our family self-sufficiency program
coordinator this program requires no
County dollars and now I'd like to turn
it over to Carol so she can share some
of them our information our statistics
for this past year good morning
commissioners I'm happy to share with
you some of the accomplishments of the
32 individuals that were in the program
in the past year regarding employment by
the year's end all the three were
employed after overcoming many obstacles
one completed a program to become a
certified medical assistant and recently
got a full-time job in 2018 one
graduated with a bachelor's degree and
is currently holding down one full-time
job and a part-time job six took credit
classes at Carroll Community six went
through vocational training programs one
started her own license business in 2018
there were two program graduates one of
them no longer qualifies for housing
assistance because she is financially
self-sufficient and plans to purchase a
home one completed her associate's
degree and is transferring to a State
University for her bachelor's while she
continues to work part-time
do you have any questions about the
program or most of them staying local or
most of them staying local yes okay they
graduated stay local yeah so we're
community helping community you said 33
participant is that a cap is that it's
any one house you trace your program
it's offered the opportunity of course
max is poor care off with exactly there
is no actual it's voluntary to see more
people to participate of course but
right now it's a voluntary program so
it's a five-year program so in 2019 we
do have two people whose contracts
expire but I'm already in the process
I'm meeting with somebody this afternoon
who intends to sign up so it's just a
constant how do they get the information
on this I mean these is voluntary but
you know someone like in trouble here
you may not have a computer you get
online and look at things how do they
get referred or how well it's only open
to voucher holders so they're in our
office they come in annually at least
annually they hear about the program
when they actually come off the waiting
list to get a voucher and they come in
for a briefing I meet with everybody at
that point and kind of introduce the
program to them and let them know it's
available and now if we would have
someone that comes in there's not part
of the program we can still link them to
the resources that we have they just
wouldn't be considered
now out of the how many on vouchers 33
that actually took advantage of this 680
vouchers and those that are on the
waiting list we have right now over
1,600 families on the waiting 1,600
families on the waiting with 682 on
vouchers and 33 taking advantage of the
program there on vouchers correct 90% of
our voucher holders okay sorry they're
individuals that are over the age of 60
or they're individuals with a disability
so I have that 680 there is a much
smaller group that would actually want
to take advantage of this program so
what you're saying so okay the program
sounds like does fantastic work helps
out a lot of people I love the idea of
giving someone to hand up I really do
and then they're self-sufficient owner
which is kind of the idea of this
program so then I'll make the motion of
the board of commissioners accept the FY
18 founder self-sufficiency granting
amount of fifty five thousand eight
hundred twenty two dollars we have a
second any further discussion all in

because you're going to be talking about
requesting approval to submit state
health assistance program grant
application for grant year 2019 2020 and
your with miss Gina okay morning so the
state the state health insurance
Assistance Program is a grant that we
renew every year the purpose of the
SCHIP program is to strengthen the
capability of states to support a
community-based network of Steve health
insurance programs
the State Health Insurance Program
provides personalized counseling
education and outreach to and empower
educate and assist Medicare eligible
to make informed decisions about health
insurance specific health their health
insurance and to optimize access to care
the total grant award is fifteen
thousand two hundred and forty six
dollars there is no required county
match and Gina will give you a little
bit more information about what we do in
that program and about how many people
we serve every year on this program we
serve between 1100 and 1300 individuals
it's their one-on-one appointments to
educate people about Medicare and
Medicare prescription drug programs
excuse me and then we also have the
Medicare Part two yup in enrollment
which is an extremely busy time in our
office within that time that it's open
it's usually October 15 through December
7th we serve about 600 individuals
during that time alone there's community
education sessions through welcome to
Medicare sessions that we hold and
shredding events that we hold as well
and some in-service workshops for
community partners and staff at the
hospital so it's um there's one
full-time program coordinator and we
have eight fantastic volunteers that
enable us to serve the total number of
people that were able to it's just
helped people set up the program like
they're buying a car just help them
navigate through the system how to do it
that type thing did you say no it's it's
Medicare insurance oh my god Medicare
yeah it's Medicare insurance so we're
helping people to enroll into Medicare
out or enroll one and head down is
reading ahead here
I'll tell I've learned more about grants
and the services you guys provide and we
provides a as a county you know very
short tenure I've been here and it's
just it is amazing I mean when you throw
the numbers out like eleven hundred
thirteen hundred those are one they're
in need of Medicare but we need of
services you're there buying those
services no and it's just it's awesome
to see just the large magnitude of
numbers that are being served by these
programs and obviously your dedication
Services is doing itself I appreciate it
Ivan thought we should probably put out
a sometime a fYI about how much money
we're actually getting grants through
the county for services programs like
this because it's a tremendous amount of
money though that we get through grants
to help people throughout the county
it'd be really interesting on how much
that great news because that is a lot
that's a lot Ronnie you don't and then
you know we provide services but on our
taxpayer dollars its money coming from
outside and that's just tremendous that
we do that more people should should
have that information out not just the
county minister absolutely we do with
the bears Advisory Council you know what
the transfer get we've we see on the
back of that paper every month the
return on investment and it's so
impressive when I read that and I try to
highlight that to folks but you know
what you're absolutely right that
there's so many services that we're
providing and return on investment it's
just massive I would imagine and you're
right it would be a great article to
continue to share these are the services
that we're doing so well how much do I
grant and how many people are actually
being touched by those grants because
you don't have that information to you I
didn't think so so both those things to
be here a lot of people it is it's
amazing
that's the quality you remember a lot
right

provide all labor equipment and
materials to provide the knowing Budhan
services for the Carroll County Farm
Museum which is approximately 70 acres
five bids were received our first parent
low bidder was outdoor lawn and property
services with amount of forty one
thousand three hundred dollars and we
are asking your concurrence to award
this project to after a lawn or property
services
I'll make a motion that we award the
contract for the Boeing services Carroll
County Farm Museum - outdoor lawn
property services another forty one
thousand three hundred dollars it
depends on the weather they could have
done more my technical expert is in the
back but we wrote the bit together based
on the last specs and it's at 28 cuts

just so with the weddings and the
investors are you bringing this that's
just a question before us because of the
amount of money involved because it
would seem that you run before a museum
you have all that I mean you put the
contract out you see lowest bidders you
know I mean I'm just asking why do I
believe it county procedure I would
defer to the County Administrator but I
believe it's County just seems like it's
common sense okay just lowest bidder we
got it 25 that's how I thought the
amount of money is what was involved

so based on our earlier conversation we
prepared two different versions pointing
out that Maryland 97 revision 1 it was
placed on the second to the last page
under the Westminster community trail
where we point out our other priority
projects and we listed it as necessary
state projects for County community
investment priorities and then added the
language in with regards to Maryland 97
at Charles Carroll building and refer to
the county's commitment through our CIP
process and FY 18 for the demolition and
construction of the new facility and
that this is vitally important for the
community and we mentioned that given
its new construction it must meet newer
state standards and it was what those
state standard our state requirements
are with the deceleration lien and the
left center turning lane and the
estimated cost of that project so that's
one option the second option is the
exact same language but we put this at
the end of the introduction at the
beginning of the priorities enlisted us
again a necessary state project for
County community investment priorities
and then list the same there in the same
language so I hope either of these gets
at what you were trying to achieve I
think it's in a proper place I like the
language earthy
yeah I thought I'll concur with that

happy rainy Thursday morning I want to
thank you for letting me talk this
morning last week about a week ago I
came in and we had a couple other people
from the community and you know one of
the gentlemen is struggling with an
illness and had to maybe has to get to a
doctor's appointment and such like that
and last week we were told that there
wouldn't be any public comment time in
the morning session so it was kind of a
shock but we did go out into the hallway
and look at the schedule and say yeah
it's on that schedule in the hallway and
we brought that fat information back and
said look it's on the schedule in the
hallway then you know it was conceded
that yes we were allowed to talk so I
just want to thank you for letting me
talk this morning yeah it's one of the
issues I have is like I kind of feel
like it should be democracy not by
invitation but democracy it should be
for everybody to be able to come and
give their and give their opinions I
want to thank you for the community
survey you did and again yeah I just
want to ask that you take into all
consideration all the everything on
there and not just the things that's
kind of fit in with your agenda you know
and that you want to highlight but
everything because you know that's what
it's supposed to be you know supposed to
be about so you know I'm here and I want
to bring up this Airport expansion issue
again
like I said we brought it up we raised
over a thousand signatures but we have a
new board now and they're again wanting
to put this on the front burner so we
have to again go out and race signatures
again
and I want to talk about the issue of
growth I know some people have said well
if they want to put safety enhancements
at the airport that's great I'm all for
that I live kind of in that in that path
the flight path so if you're gonna put
safety and hamsters but you don't have
to make it bigger to put safety

things like euphemisms there little
catch phrases that sound good to the
public and kind of toss them out to make

you want to make it bigger so again I'm
for keeping Carroll County country you
know my family's farm was put in AG
preservation well what good is it to put
it in AG preservation and then create

preservation for a purpose to keep it

Zion Methodist Church pancake breakfast
commissioner Weber will be eating at 10
o'clock that morning an even more tight
schedule I'm not sure and all of us will
be attending that at their branch
commissioner phase will be doing the
commissioners report I look forward to
that that later that morning shepherd's
staff empty bowl Commissioner Wentz will
be having some food that's a question
about Thursday the agency here we're
having all these agencies in the
afternoon that's a lot that is three and
a half hours block time from one
probably finishing by five and that's it
I just think that's too much room and I
really do and that's because I think
it's too much more on Tuesday yeah but
we can talk about time but no one goes
by the time some people do most do not
go by the time limit so so the
experience obviously with the two of you
having sat through this not listening is
four or one three and a half to four
hours too long for us to be continuing
to get the right outcome we want from
these briefings and then the other
question obviously was the risk if we
say half of them are gone
will we have enough time allocated this
season to get through all the work we
need to get through but that's that
sounds like that sounds like the biggest
concern is allocating the time to get to
the results we want at the end of the
day for the budget
keep in mind this the purpose is
specifically they they're only coming
they should only be coming and they're
told this if they don't like something
in the recommended bed right they're not
going to give you an overview of why
they do what they do or you know the
good work like they do it's supposed to
be
we asked for a vehicle and the
recommended budget we didn't get it
here's why we need it so so should be
fairly narrowly focused so the
incentives will be good stewards of time
then we'll get through this in three and
a half to four hours gets very
compressed to a bunch of time and does
it's always a challenge we can that just
seems like an awful lot I mean if you
look at the next week and we're having
two days vide hearings with about half
one the each of one of those days of
what's you ever sat in here I'm just
throwing it out I appreciate it I mean
again it could be a new experience for
us

shouldn't be heard I just think it's an
awful offer you afternoon and I'm
thinking the intention of it has to be
the same attention we give the first we
got to be prepared to do that self well

only happen this way this way it is
today and things will change who think
we were looking at production who think

these are all things that are reality

have later on Aging and disabilities
Commission the senior Expo that we're
all attending there's a lot of energy on
that itself yeah you know sometimes we
definitely have to report back some of
the things we're talking about it so
again agencies in what's happening
support that we we have a chance to
discuss it between us without anybody at
the community college forward so in
one-on-one discussions again the intent
to continue to open it up amongst all of
us so we're all driving it because we

okay thank you well let's uh let's start
off with priority Carol commissioned

like to thank mr. Keith vocal with Fleet
Management forgive me a tour the
facility this week of the complete we
have a tremendous amount of assets I was
on a winter event all did the tour it's
a lot to maintain like to be show
gratitude to all the mechanics out there
it worked for the can i keeping all the
vehicles maintained so they don't cost
us more money also had a chance to do a
tour two roads with director bureau
chief mr. Jim cook took me around showed
me all the assets we maintain as a
county on the roads the culverts
trimming trees there's a whole lot to
maintain if we don't even recognize that
they do behind the scenes so once again
I like to thank all the crew members of
the carrier after keeping our street our
streets safe
paving them and maintaining a storm
drain system so thank you very much it's
a lot of hidden things I just want to
mention Reese fireman's car holes this
week if you get a chance to take your
wife or spouse out for dinner you know
saying what should you Reese Carnival
and tonight p.m. connections for the
chamber is at santoni's in Glyndon and
it's across the line but they do a lot
of business in Carroll County and they
belong to the chamber here so they have
great Fried Chicken by the way that's
health food right yeah yeah and then
next Tuesday is walk with the
Commissioner of Sandymount March at 7
o'clock come on out some somebody show
up to walk with you I'm sure good health
it should be a good time and I look
forward to inviting all constituents I
don't care where you aren't you walk
around talk about what's going on in the
county so that's it okay my freezer also
did the ride-along with uh Public Works
see a lot to school in Rowan County it's
very that's hey
along with her putting on asphalt on
camera what date was was extremely hot
and I'm thinking those guys kind of
minded me of Cool Hand Luke I know if
you ever saw the movie wonder why that's
right the bladder the tar goes through
wasn't quite that bad but still
extremely hot the asphalt theater no
guys or guys are working and they're
doing a great job they really are they
would we have a tremendous public works
department here we really do my head
hats off to them
I had my commissioners walk I can't man
with anyway everything anyway a couple
days ago I had my Commissioners law six
games it was packed I couldn't hardly
fit people on the park that was a half a
dozen people or so but I did hear from a
few constituents about with a you know
they're concerned so forth which is we
have these walks not just to walk
tomorrow ran that the thing which is
good as well of course the first people
that wanted people that was talking the
most of time wasn't in my district I
said what call Commissioner Rothstein
but I handled it for you don't worry
about it
but taken care of and unless I went to
the opening for I think it was her
herpetology or whatever it is for the
first dispensary for medical marijuana
in Carroll County it opened up and when
it opened up they had like I think
twenty clipboards out there with patient
signups everyone has clipboards was
taken and used that bring more out there
because the number of people to going in
there and you heard over and over again
but now I don't have to go to Howard
County I don't have to go to Frederick
gonna have to go here I get the
medication I need right here in Carroll
County so it's a big positive step a
couple quick things one is you know
shout out to our team and also to the
West Minister
team the absolute rock stars in dealing
with a water main break last night I got
the call centers around 10:30 11 o'clock
from Roberta
share with me that the emergency center
was opened up for the county and we were
reaching out to the city if they needed
any resource or assets that we could
bring to bear to solving a problem and
then they identified the problem they
fixed the problem
the water was returned to normal
because of their discipline diligence
and professionalism getting it done
understanding you know it's it's all
about retaining quality of life for our
community so really a shout out to
Westminster leadership and and the folks
working it along with the folks on the
county team that stood up to support the
city and especially in that time like
today you know and going into the
weekend which brings me to a couple real
quick things one is another shout out
the executive director Karen Baker from
the Humane Society to Carroll County
shelter and animal control once it could
be shout out to deputy county attorney
Dale Kessler for the work that she did a
couple years ago in dealing with about
11 dogs and deal with animal cruelty so
as a nice child to her she sent it to
the board for us to to see this
recognition which brings me to the last
point and that is we're in a heatwave
and it's across the country especially
in the Northeast so it's one of those
things if you see something do something
about it if you feeling like you know
you are being affected from the heat get
inside air conditioning and staying out
of this heat is definitely warranted for
the next few days it's gonna be tough is
what I was told we do have our cooling
stations open throughout the weekend so
again it's neighbor to neighbor looking
out for for each other during this tough
time but I'm sure we again will get
through it
so with that sure I have to say it is so
hot out there the other day went for a
bike ride it could undo 32 miles I had
to cut it short but it's just because
the heat it got me way trying to say
okay let's start the morning with miss

2018 planning annual report
good morning commissioners good morning
morning feels good in this room at least
nice and cool so this morning I'm here
to brief you on our annual planning
report for a 2018
um this briefing will highlight the
information found in this report that
was sent up to your office we are
required by state law and the land use
article of the annotated code to provide
this information to the state of
Maryland every year we also do this on
behalf of our municipalities as well so
we send one comprehensive document to
the state in this document
you see subdivision activity site plans
approved water and sewer amendments that
have occurred during that calendar year
any changes to comprehensive plans or
plan amendments other development
related activities and again we also are
required to do a mid-cycle review of
comprehensive plans that are on our
fifth year so comprehensive plans
outlined an annotated code or to be
updated every ten years the Midway is
where you give a midpoint assessment of
implementation and other activities with
regards to your planning efforts
so Carroll County had one plan adopted
or amendment amended in 2018 and that
was the freedom community comprehensive
plan again this was required to be
updated by the state every ten years the
last time we had updated this plan was
in 2001 so we were a little behind but
we got it done and this is just a map of
the freedom area that was adopted in
2018 another thing that we report on is
residential activity for use in
occupancy permits we do it for that year
which was 2018 and then we show a
five-year trend and this is not only in
the county but again includes the
totality with the municipalities so in
2018 293 use and occupancy permits were
issued in this five-year period the
highest point was 382 and that was in
2015 we also report on commercial
activity and last year in 2018 18
commercial activity permits were issued
with the high being again in 2015 with
31 also during this time frame in the
municipalities we had 300 sorry I
apologize I'm getting less for
residential site plans approved there
were nine in the county six and
municipalities for 15 total site plans
approved that equates to 340 lots of
three hundred and forty units with the
highest beam and warfield with a hundred
and forty five units being approved and
then ii was Snyder's summit and the New
Windsor area with 128 Lots
approved so that was part of the in in
in inside the site plans that were
approved
for commercial/industrial there were a
total of 24 commercial industrial site
or subdivision plans approved in 2018 11
were in the county and 13 were in the
municipalities when you say that site
plans were approved to build out on
their site plans it's gonna take years
though it's not this year that there's
going to be built the site plan was
approved and whoever developer is gonna
move forward so many lots or whatever /
you correct so the site plans approved
can be a good indicator of what's coming
down in the pipeline for the use of
occupancy permit so that's basically
when the construction is complete and
someone's taking over ownership and
typically in Carroll County one lot
equals one unit because we don't do a
ton of multifamily and they can't so
it's almost a one-for-one ratio as far
as that does what the but with that said
building is happening and houses are for
sale that are included in this from this
past year sounds like some of the
townhomes in Warfield I did the
ribbon-cutting I was participating in a
ribbon-cutting yesterday and the model
homes are open you know so some of the
homes are completed this you know use an
occupancy because that's when
constructions and so we'll probably see
an uptick because of Snyder's summit and
Warfield and the upcoming years just
depending on how long it takes to
construct and build out those
communities okay is there any
restriction on how long it takes to
phase those developments in it was like
three or five years or just unlimited
once they get to permit it depends on
what was approved with the site plan so
what's the longest potentially of these
two amendments to the site plan they can
do extension so it really does vary
depending on the county and the
municipality and how they're moving
through
the process we've had site plans on the
books approved for I near Sam was
decades that you know have been approved
and just have not been developed
um this is my ignorance I just did not
know have a system work so I was curious
about that right so it definitely does
vary and that's something you know I can
work with clay blocking development
review and maybe put together something
about some interest to the commissioners
to be interesting to see how this
unfolds into the future of all these
developments alright and again I'm also
this is with the municipalities as well
so each municipality has their own way
that they it gives a power right now
Medes Crossing is another big one that's
happening on that we will see reported
in this next year for 2019 I have an
interest in the one up in New Windsor as
well yes let's meet her sunny do yeah
that's very important absolutely that's
really huge for the jurisdiction
somewhere long line it was four to five
years no development through it takes
about that long from the time they start
till they finish but there's no started
but there's no specific timeline
associates I think a great point that's
being brought up because we do have
properties of crown across the county
where sub plans are you know approved
and then end up being vacant and they're
vacant for years and then the community
says well what are you doing with that
area why can't we turn that into a park
why can't we do this with that
Pratt well we don't own that property
it's owned by someone but we're almost
eight continuously but we we need to
continue to be prepared to have that
conversation with the community saying
this is what that property is and it is
approved for residential commercial
there's nothing there now but that's not
our choice
that's owned property and just having
that conversation because there are
there are some lots that are just out
there you know and they're vacant
and you know what's going on why can't
we put another ball field there so on
our development review website there is
information with the interactive map
that shows you what plans are approved
what plans are in process and then it
has links to the actual site plan on it
as well so we do have that resource
online available to the public so that
is also a good tool it's a great
resource I think the best resource for
us is you and the team giving us the
cliff notes for our communities our
nation so we're prepared after that so
it was a good point I like the fact that
we can direct constituents to that site
and they can review it and any extra
questions so again in 2018 we are
required to report inside the priority
funding area outside the priority
funding area that's one of the metrics
that the state likes to see as well as
within our designated growth areas our
designated growth area is larger than
priority funding their priority funding
areas so the PFA s are nested within
those so the total Lots in the PFA are
sixty four thousand five hundred and
twenty five those are existing Lots now
that's all that may not all be developed
that's everything that's been subdivided
and proved and unimproved and outside is
I'm sorry I apologize 20 inside the
party funding areas is 33,000 outside
the priority funding areas is 31,000
existing Lots for a total of sixty four
thousand five hundred and twenty five
existing Lots in the county potential
Lots these are the lots that are unmet
built that we use our buildable land
inventory to do base
a very high-level calculation it doesn't
get into the weeds with perky it does
taken to some site constraint but
basically it's it's pretty much taking
the acres of a piece of property the
known constraints on it if it has some
preservation on the parcel if it has
some steep slopes but it does not take
into account some of the finer details
of a property and then dividing it out
by what the residential zoning would
allow so if you have a hundred acres and
there's the last four units per acre it
would be four hundred units let's just
say it's very much that type of
calculation for a buildable land
inventory so typically we take a
reduction off of that of around 30% and
that's essentially what you would get
off of any particular parcel and then we
also do this for outside the PFA so the
remaining let's just as an estimate left
in the county based on that type of
analysis is 25565 potential Lots again
those Lots for the most part are one for
one one lot equals one unit because of
the limited multifamily component so but
that might be you know give or take
hominy can be built with multiple units
on a particular property so basically in
the county we have around ninety
thousand would be our estimated
build-out given the current conditions
for total residential units so this
would more than double our population
used words 60 at 67,000 units now homes
so we have 60 well again at 64,000
that's just lots and I don't know if
every Lots is built out I don't have
that information and front yep I mean
roughly 90,000 houses what you're
looking out here right at a total no no
possible so that would double the
population in the county right right we
have 60,000 we have across 60,000
residences in the county today and so if
every one of these were able to be built
that's another $25 that won't happen but
even with a 30% reduction or whatever
yeah I don't think the charge Miguel 50
percent increase Yeah right not a
hundred fifty percent increase if every
lot was right and each lot had two
persons living or more in that unit but
what they're sharing is that we do have
room to grow crime there is complete
have continued well we have space we
have room for available Lots for growth
that's kind of what this yeah right yeah
what's really critical is we're managing
it on top of it
what's really critical is that we're
managing it on top of it because I think
a lot of our constituents have to
concern about uncontrolled growth and
I'm very much impressed with what you're
doing and the point no I agree the point
that you know dick you said is
infrastructure collage may be there but
is the infrastructure and how is this
tied to the infrastructure you know cuz
right now this is not this is just Lots
right correct correct okay so the
infrastructure would be water and sewer
which is found in our
and in the freedom area yes and roads
too but we also do have constraints
outside of areas that do not have water
and sewer to a seven lot maximum that
can be subdivided so are these potential
Lots also take into they don't take into
any of that into consideration so out of
that potential lots it'd be more
interesting to know what are the
available Lots for development not just
here's a piece of property that fits you
know the space but actually what is in a
place where the infrastructure is there
for build-out to occur and that would
actually more or less be in the priority
funding air so I think this priority
funding area number what's the potential
inside PFA s is a more realistic okay
categorization of what can happen for
the county and the reason I say that is
because priority funding areas by their
very nature have to be areas that have
existing water and sewer and then it's
them were not constrained to the seven
lot maximum for subdivision without
infrastructure so this is really shown
that there's about 10,000 available Lots
that could be potential in the in the
entire county including the
municipalities for development okay
which is still a very significant number
so this map just shows those numbers
spatially so each dot represents one
residential lot in the state requires
that only do we do the calculations but
we also show it on a map as well and as
you can see the higher concentrations
are in those municipal boundaries and
our designated areas and then you can
see that our preservation efforts in
here it's very sparse and a lot of the
areas where we have a lot of
agricultural preservation now on a side
note because this map does tell a pretty
interesting story is I imagine this is
also nested with other services that you
know we have within the county like fire
like schools and I've seen a map from
the schools from 2012 I don't know it's
one's been done since then you know
since the closing of North Carroll and
other school changes on how it overlays
to this population map and again it's on
for you to answer but it's something for
us to be aware of and maybe use this as
a base for the services that you know we
need to ensure we have adequately you
know providing those in the in the
county right police fire you know the
social services that we have the schools
that we have and then are those
districts and all that kind of stuff in
sync with what you're sharing with us
here and then also the projection that
we have
okay it's scary when you start looking
at potentially you could double the size
of the county services that are needed
that it's a good point yeah I mean a
mouse this is this is critical when we
start looking at you know you look at
the population or double what we have
now just going through Westminister at
certain times dealt with the population
number of cars will have major
infrastructure issues and we have to
start planning for that it's just coming
so I mean it's too late once you get the
housing developments and you got us in
advance it's not year's me might put
your mind at ease that we do have a
concurrency management and add adequate
public facilities ordinances within the
county and the municipalities that would
limit the ability to build beyond our
means to serve and that's why anytime a
project comes through through the
development review process they do
concurrency management checks to make
sure that there's adequate fire adequate
EMS that they can meet their times for
addressing issues on that the school
system is not overburdened or us that we
would work with our sister agencies to
look at ways to mitigate or offset those
efforts or face the development and so
it is not problematic thank you for
sharing that with us because a lot of
our constituents I don't think realize
what all is going on behind the scenes
to keep all this and checked i thing is
this unlimited development and it's
quite clear it's not correct
well we bent went through that in the
90s with population just going crazy and
it
and didn't work the greatest for us as
far as the sex imbalances we got through
it and it's probably good and slowed
down so we had time to catch up but we
did have some just rampant growth
rampant develop rampant building of
schools everything growing faster and we
could actually keep up with it and that
did slow down but well actually that was
one of the impetus for passing the
adequate public facilities ordinance and
so you know the ordinance has seemed to
have a positive effect with regard to
that I mean the fact is it's easy to put
dots on a map on what exists today
what's more difficult is to do the
trends analysis and expectations of
those dots on the map to ensure that we
do have the services available for you
know we're in 2019 but for 2025 2030
2035 what other fire departments what
other you know safety and security
services do we need to put in place what
schools and the trends dealing with
those so I like what they were that
we're what you share with us this
morning
I just am i guess now curious more
curious is how this is used and how its
nested with those services they're
providing today and then what are the
projections for tomorrow whether it's
again five years down the road schools
is a is obviously a hot topic to talk
about whether it's you know we don't
want talk about redistricting but using
most efficient manners you know to
ensure the school populations are are
right-sized to ensure that we have the
right schools in place as we're making
going through decision making with some
of the middle schools the Sheriff's
Department you know putting something
down in Eldersburg you know this is all
about projections it's not about where
we are today but it's about where we're
going so this is very good I've just the
hard work is doing the trends analysis
and get everybody in the room saying yes
this is what we see for our future
there's gonna be blips there's gonna be
you know housing turmoils and all that
kind of stuff and they will happen
but hey it's important for us as leaders
here to focus on the trends going
forward and how the best service to
communities sell absolutely and again we
do this for non-residential development
as well so existing and this is based on
acreage inside and outside of the PFA
and potential acreage and it's based on
our what's existing on the ground today
and potentials based on actual zoning so
we don't take into account units it's
more of a site coverage type of ratio so
um inside the priority funding areas we
have about 3,300 acres of existing
non-residential development and outside
the PFA s or 1800 acres for a total 50
100 acres of the county
now potential we have a potential of an
additional 3800 acres again this
includes the meanest apologies as well
for non-residential developments this
would be our commercial industrial
development within the county and then
here's a map of the coverage of where
this non-residential development could
occur so you can see some concentrations
on in the Mount Airy area outside of
Westminster Taneytown has a lot around
in there growth area some in Union
bridge with the Lehigh Hampstead and the
Eldersburg area especially on the 97
clean mill area we have to report on
agricultural land preservation Carol
again is a leader and not only in the
state but in the nation for agricultural
land preservation so in the year of 2018
eighteen hundred acres were required to
add to our agricultural land numbers
since 1979 as you all are aware we
preserved 72,000 plus acres of land even
getting us closer to our one hundred
thousand acre goal for agricultural land
preservation in 2018 over five million
dollars work in the
through state and local funding for
preservation activities here's the math
of that the brown represents properties
that are in permanent preservation as of
2017 the highlighted properties and blue
green and purple represent easements
that were acquired in 2018 using three
various mechanisms our Carroll County
preservation program which is very
successful funding from the Maryland
Agricultural Land Preservation
Foundation and funding through our rural
Legacy Program which I don't believe any
easements were secured using rural
legacy funds for 2018 but they were
using the county program and mouth
program so that's all I have for you
today we submitted this document to the
state on July 1 per their requirements
and they just hold on to this if they
have questions they get to us that's all
I have for you this morning
any other questions do we have ways to
get this document out to the community
sure it's on our website currently and
we'd have it back starting when the
state law required is to do this kind of
keep tracking back to 2011 that's all on
our planning website and we also have
hard copies and our office as well for
anyone that would like them again we
coordinate heavily with the town so the
towns have their copies and are very
aware on each town Planning Commission
certified the data that they sent to us
at their various Planning Commission
meetings and that was really important
that they do that for us so that would
we can verify that their data is just in
the libraries oh no we did not send it
to the libraries we're more than happy

- yeah I mean it's good place libraries
the senior centers having it available
for them where people are you know are
going and it's of interest so it can't
hurt to have reference materials in both
locations again the key here for me is
that just doesn't sit on the shelf but
it's nested with future plans and how
we're projecting the future you know the

we potentially going to reach the 75%
more contact preservation before this
year ends that's a good point
is there an estimate potentially will we
believe in the final spring by next
spring that's a really good target to
hit yes and there'll be a good chance
for us to celebrate all the effort we've
done in this county to preserve right

thank you this is of annual thing since
for the last 21 years for a week in a
jurisdictional grant for a family law
administration and we have to apply
quite in advance so this is the FY 21
application you see the only significant
change that I want to draw to your
attention on this is that we're asked
for a part-time new position of a
custody evaluator we are going to have
the administrative office of the courts
coming next week for a site visit to
just see how we're doing and to see what
our needs are and everything and when I
had the discussion with the head of that
department it was clear that our major
problem right now for Family Services is
the lack of a custody evaluator who
would be on staff and be able to do
custody evaluations without charges to
the litigants we used to have one on
staff and she left and they changed the
qualifications for a custody evaluator
and we went to doing contract evaluators
because it has to be a psychologist a
psychiatrist a licensed clinical social
worker or a licensed Family Therapist
and we didn't have the funds to have a
staff person so now we charge the
litigants money for these evaluations
and it's dropped from about 50 a year to
six a year and that's because the people
simply cannot afford it yet it's a
service that's really required by the
courts so I am putting back in kind of
at the request of the administrative
office of the courts a part-time
evaluator and see if we can get it back
into the system again and useful to the
court so that's the major change in the
request

the total grant I'm requesting is 42
issues and/or matches 41,000 yes that is
the fringe for my position I'm still
grandfathered in under the old system

Administration's cooperative reigns
reimbursement agreement and to ask you
to accept the award the agreement will
fund a portion of the salaries and
benefits dedicated to child support
efforts for the program assistant who is
also the judicial assistant to bailiffs
and circuit court operating and
exercises so if you have any specific
questions about the program
Master Poole will be happy to answer
those
could you read off the budgetary numbers
so our viewers know what figures we're
looking at here sure the maximum amount
to be paid by DHS laughs HHS because
this is federal pass through state I'm
finding that we we we received is
twenty-seven thousand nine hundred and
seventy nine dollars our County cash
contribution is thirteen thousand one
hundred and seventy seven dollars county
indirect cost or three thousand eight
hundred and ten dollars for a total
program cost of forty four thousand nine
hundred and sixty six dollars
thank you what are the county indirect
cost so indirect cost commissioner are
kind of shared costs across an
organization so they those would be
things like HR accounting and federal
grants allow us the kind of recapture
those costs sometimes it doesn't make
sense for us to put them in the grant
but in this case it does I mean we also
use it for part of our match we already
put some cash on there but it's part of
our match so that cash match would
actually be higher if we didn't
recapture those indirect costs okay this
has been this is a continued grant we've
been in place yes sir
I'm not sure how many years we've
received it but it's it's been many many
years has it been the same flat cost you
know it generally is I think there was a
time before the magistrate's became part
of the system that the magistrate costs
were considered in there

sheriff's office and we are here to
present the same agreement only this
time for the sheriff's office the
agreement funds the salaries and
benefits of one full-time sheriff's
deputy and 1:30 hour per week
administrative position as well as
office supplies training equipment and
your a cost and other operate
expenses so again if you have any
specific questions we'd be happy to
address those our contribution is
significantly higher than the other
grants yes
Kim sure so that the program itself is
bigger than than the than the the one
for the circuit court and in this
particular agreement we're asking for a
vehicle on this year which i think is
around fifty three thousand dollars so
there's just more cost to this program
but our matches about you know fifty
five sixty percent compared to the other
matches which were very minimal that
normal or well so it's pretty near the
case so it's around as six to the DHS
will fund around 66 percent 66 and
two-thirds of the grant and then we need
to match that with our take and that is
around thirty three and and one-third so
how whatever the formula is that they
use is how they they come up with what
we owe in the match so the program is
funding a complete position for a deputy
which is salary and portions of the
friend rate and other equipment and
expenses to basically function and an
administrative person so the entire
project covers one in three quarters
positions so to speak so it's a
different makeup than the piece that you
just saw and it's a coordinated effort
between the offices in order to manage
all of this so this is I guess the
enforcement piece I think they assist as
it as it mentions and here serving
warrants and things like that but it's
all in partnership just a question it
says you have to locate absent parents
here so they give child support how far
do you go to locate absent parents well
within the county and then if there's
anything outside of the county paperwork
is is distributed just like any other
morning anything like that outside of
the county
this vacation is in partnership with DSS
is it housed over DSS this position is
so they're probably back and forth all
the time but the deputy works out of our
office and the staff because of the
systems that they need to access but
there are in partnership all the time
there back and forth between the offices
if the funding goes away for this that
we're asking for let's say doesn't come
in next year at this position go away as
well
so we're expecting it to continue you

Block Grant on behalf of change
March 1st 2018 excuse me for their
strategic program services space
planning project the pool $25,000 was
awarded and we are required to hold a
second public hearing as a grant
requirement February 15th 2018 the first
public hearing was held and today we're
seeking approval to close the public
hearing and leave the record open for 10
days good morning first and foremost I'm
actually going to speak on behalf on
behalf of both the grants that were I
think closing out today but first thing
I want to do is on behalf of the
individuals and the families members of
our team and the board of directors of
change a division of Pema organization
we want to thank you for the County
Commissioners as well as DHCD for their
continued support through the Community
Development Block Grant process of our
projects that continue to enhance the
the supports that were able to provide
individuals in Carroll County the this
these grant projects also continue to
demonstrate the outstanding
collaboration between the nonprofit
community within Carroll County and the
camp carroll county departments the
we're we're incredibly grateful and this
is this is a continual theme that
already started but we as one
organization continued to just be so
grateful for the grants administration
team within the county as was mentioned
earlier it is an anomaly it this doesn't
exist in other counties as far as we are
and were the benefactors of that under
your leadership and we greatly
appreciate
Karen and Debbie and the entire team
citizen services as a team is
continually supportive of what we do as
nonprofits with in Carroll County not
just change but all the nonprofit's and
again it's it's a bit different than
what other organizations my colleagues
across the state experienced so we just
want to give a shout out for that team
and the support the last piece of
recognition that I think is very
important to share and this is specific
to the second project that we'll talk
about and that is the replacement of our
roof
it changed during that project the
Department of Public Works came to our
assistance in a very big way I've got to
give tremendous accolades to Jeff
castaway as well as Scott Mosier on that
team as you know on a roof that size
we've got we've got stone ballast that
has to be removed and we were in a bit
of a challenge as far as okay so what do
you do with that much stone and got
ahold of Scott and before we know it
Department the Department of Public
Works not only took care of helping to
collect the stone but also remove the
stone and send it over to the recycling
operation and and it's being reclaimed
and it saved it saved us well over
12,000 dollars in expense and again just
a demonstration of just how beneficial
the department's are and I've said this
before of the collaboration that we have
is not just what happens here in terms
of your support financially but the
collaboration across many of the the
county departments and I think it's it's
incumbent upon us as organizations to
make sure that that you know that and I
know you know that
we can't be we can't miss an opportunity
to thank him just say that slower so the
newspaper and so anyhow so again on
behalf of everyone that we support a

group home subsidy grant application
Award acceptance the other half of the
awesome grants Department every Santa
for joining me this morning we're
seeking approval to submit and accept
the FY 2010 your assisted living group
home subsidy the senior assisted living
group home subsidy program is a state
program that provides subsidies to
low-income older adults to assist with
the cost of services provided in
assisted living facilities each year
approximately 10 to 15 lower income
adults 62 years and older have been
served through this program the total
amount of the grant award is a hundred
and forty eight thousand seven hundred
nine dollars fourteen thousand eight
hundred seventy-one
is goes towards our program coordinator
130 3838 goes towards client subsidies
for the total of 148 709 and gina gonna
give you a little bit more information
good morning what you can you have a
good time good morning I'm so that our
sister living group time subsidy program
call it subsidy for short it does
provide a subsidy up to $650 a month
towards the cost of an assisted living
facility to help people to be able to
afford to assisted living facility so we
do have currently excuse me because of
my breath 11 people in the program the
allocation will enable us to serve up to
17 people in the program so we do have
openings and so we continue to market
sorry so we can fill those openings but
it's the only program that we have that
is not Medicaid funded that helps people
to pay for an assisted living facility
one of the challenges and quickly from
time wrong one of the challenges with
this program is the amount of the
subsidy doesn't typically cover assisted
living typically isn't enough for
someone who is going into assisted
living even though it's a nice subsidy
the cost of assisted livings are so high
that sometimes individuals can't take
advantage of it cuz it's still not
enough yeah and some cover their cost
the 650mm mount is the max and it's a
very antiquated number if you will that
has been the cap
very long time it's written into
legislation so that's the problem with
trying to get that increased so how long
is long I've been with the agency for
almost 13 years and it's been that cap
since I've been there so would this be a
conversation you would recommend having
with the delegation yeah possibly
putting on the agenda for looking at how
to raise that ceiling of six hundred and
fifty because it is that it is state
funding so Merlin Department aging is
currently okay working the drafting
documents to present the next
legislative session to try to increase
that amount
okay so understanding the problem any
the concern you know as you know we are
meeting with the delegation in late
August and this would be a great agenda
item I think for you know you got to do
your homework on what does write look
like from 650 it's been there for oh I'm
sorry
alright since our 40,000 out the 650 oh
cattle it's so 650 cap per person yeah
if it's 15 years old I can understand
rain could have been 650 bucks but now
it ain't so now we have to look does
that whenever ablation area index Otis
and hasn't changed so but if it's tied
to the state this would be that I think
a good topic for you guys to apologize
for the team to take a look at and and
and make recommendations okay and we
have we have people that would qualify
okay for the program they demonstrate
they need assisted living care of it
just the subsidy with what they can't
afford that is still not an understood
and it makes it difficult for us to fill
our slots as well and so we right now we
have eleven we have eleven we didn't
have thirteen - came off with the
program recently yes we didn't okay add
more people wanted it come on I'm one
person came off because I'm during her
research she was over the the assets or
the monthly income know what the asset
she was over the asset so we had to take
her off the program and the other person
passed away okay do we have any veterans
involved in this program that we're
servicing we do we do we have um we have
two people in the program right now that
they do qualify for veterans benefits
that help to pay so with their income
plus the veteran's benefits plus our
subsidy they're able to afford thank you

requesting approval for use of term
contract for pipe video inspection
services mr. Jeff come on up
good morning morning roll okay so we're
here today to discuss and propose to you
the use of straw Hector incorporated to
do our storm drain video of inspections
for roads that we are planning on for
next year's capital program we have
fourteen thousand five hundred and sixty
seven linear feet total at the cost of
eighty two thousand two hundred thirty
eight dollars and fifty nine cents
it's a term contract that we have with
them that we receive this proposal on
this is for video inspection yes and it
cost and that's my mind's not wrap
around his write more than a thousand
hours of foot for video inspection
fourteen thousand feet of $82,000 well
there's other items like mobilization
maintenance of traffic you know
sometimes they're setting up next to the
road and they have to have flagging
operations they're cleaning of the bike
that's they have to come in with a jet
truck and they have to clean the pipe
before we can camera so we have we know
what the so we need a full idea with
conditioners so it's have overall a
close to services video they process all
the videos to get in and already so we
can put in our GRS system along with
evaluation you know with all the
criteria for evaluating that information
have used them before
Stryker yes we have past couple of years
and you're confident in the work they do
yes how competitive of of a bid is this
we since it was a term contracts we
ask them for a price in this particular
one don't we own a camera what we have
in utility is a small push camera that
we that only goes into us a flat pipe
kind of like a super like a sewer pipe
we're doing like a sewer house
connection but corrugated pipes and
large you know larger storm pipes that's
when you need larger buggy systems to do
this and we don't have the length either
well we have us a push camera that only
goes about 40 50 feet now is this
something like Denton Sykesville the
piping is this a tool that would be used
for looking at that pipe on going into
Main Street the one I'm talking about
that utilities owns that's what they
know not that you tell this one it's
using this contractor yes this is this
this is exactly what this type of this
contractor or one similar is what the
state highway used to look at the storm
pipes okay and they can do 102 feet or
thousands of feet with this with their
system remotely and perform evaluations
the work we do with this do we you go
into the municipalities and do the work
within our eight towns okay just curious
what it was a camera like that cost we
did that in the camera that's comparable
to what strohauer uses this it's
probably like ten thousand dollars but
then there are going to be because it
has a software part to it you know we're
gonna have software or licensing costs
maintenance cost updates a technician or
somebody may be able to use it you know
so it can add up to a lot I mean I don't
have a heard number but we did check on
the price of the yeah and we have people
in sight to when they're doing this
correct student yes yeah yeah it's a
crew of two or four people plus
they have to come in general the lines
with their what you know these you have
everything there's a whole trailer
system the the contractor has those
people in sight we don't have anyone so
you wanna know doing this yeah we we do
have people to go out and make sure
they're at the right location mainly and
that there's they're not there the whole
time but they do go out and you know
visit them and check to make sure that
they're doing what we ask them to do
just the price seems open like her foot
to me I just know it's only for four
bucks for and change a foot four times
14 is fifty four thousand right so fifty
four thousand at 8 mm okay twenty some
one thousand is for flagging you know
there may be you'd be talking to crew
that you'd have to have a crew the
equipment the training the software and
this is not a full-time operation this
is something we only do you know we
they'll come in and take care of this
work within I think it's what about a
month
that you do the evaluation and turned
that into us then we we put them arrest
a management system evaluate what we
need to do for the work coming up for
the next season but at that point
they're not out there any longer now
sometimes in many cases like this as
you're recommending it is better to
outsource a service than doing it
in-house however what that said and some
of the questions that you're hearing is
has the analysis been done doing a
comparative analysis what what if we did
own it the value-added and the return on
that investment of owning this type of
you know product and service compared to
outsourcing it
I understand you've done some of the
work and but we're talking to kind of
anecdotally if we can actually see
something like that it would also help
us saying here or the you know ten
services that need to be outsourced
because return on investment if we own
them it would be just to astronomical or
to you know too much labor or whatever
it may be
right because it's really it's gonna be
the all-inclusive cost for three or four
staff full-time staff in order to be
right running and operating this
equipment you know and that's where a
lot of the cost will will be coming up
you know in and that staff typically may
not be the same static that's your labor
staff to be performing the work they're
not typically the people are gonna be
doing sitting in the office - and now
the evaluations right valuation of
everything of watching the you know it's
just actually doing the the work on here
are the things that we are outsourcing
understand from our experiences over
years here are the three or four more
things next year that we should be
looking at outsourcing as opposed to
doing it internally so we can use our
folks for other you know other
activities right you know we continue
still try to fill up the vacant
positions now
we can throw definitely do we outsource
it right ensure that we are making
weight and and this is you know you it's
a turn of opportunity talking with you
right now but this is across the county
is what are the activities that we
outsource are we getting a return on
investment are not sourcing them should
we be doing it internally to again be
guarded with the money that we
reallocate in a resource we allocate to
include people and and money I guess
part of that equation would be is this a
reoccurring annual expense I don't know
since it's my first year we do this
every year
or is it like every three years so it's
an annual expense this is for the rehab
projects of doing right all right so
that's part that needs to be considered
too since it's a reoccurring annual
expense and the factoring in that
evaluation I thought this might be like
every two years every three years but
that changes and then will branch out to
to get you know ultimately we should
have a look at all of the pipes and the
current condition that they're in that
helps you make better decisions on other
projects that you're doing you know what
we don't want to do here is favor Road
and not knowing what the pipe condition
is and then having a failure that we
have to come back and attach the road or
make repairs mr. Rothstein is making a
very good point if you all could
evaluate this and come back with some
really strong numbers to justify us
doing this in house and prove that we
would save money over the course of time
I think we would seriously consider
supporting you in that expense yeah
we'll look at I think what Jim you're
asking for is looking at all these kinds
of thing
absolutely it's it's an opportunity to
talk and share this with you right now
but this is across the staff and across
the county is again what are the things
we are outsourcing are we making the
best decision outsourcing those services
and products should it be internally and
going through that again how we're
taking care of our resources and best
using our resources right so but with
that said you know I have a lot of
confidence in the work that you've
already done and getting to where we are
you know and moving forward we just want
to have more headaches or
responsibilities hey you give us the
money for the equipment in the personnel
will load up well we don't want to
expand counting government either so
that's right the other side of it but if
we can save money a little over on up a
real good fight against it or anything
what we do we take that in consideration
is there a win again stretch that dollar
we gave all that said I'll make a motion
the board of commissioners approved
using the term contract for storm drain
pipe video inspection team out of a 2289
dot 298 dollars and 59 cents okay we

about change order number three what is

we will change order requests for
project closeout with CJ Miller right
yes this is one of last year's project
and we didn't complete it last year
because the weather was just such an
impact on the work that you know slowed
us down we finished it up this spring
but we did run into some situations
where we needed to make repairs similar
to what I just talked about with the
pipes you know like there were
additional areas than what we had
estimated that needed to be patched so
we spent some additional funds making
sure that they were properly passed
before we overlay them and these were
just the major items that were more than
what we had estimated the price
adjustment for asphalt binder is
something that we look at because you
know we all see when we go to fill our
cars up how the price fluctuates so
there's a formula based decision that we
make on whether or not the contractor
should be basically paid for the change
in in the deal that's multiplied into a
cost there were a couple of roads that
because of all the rain after we
reclaimed them they just were wet and
you can't build a new road on top of a
wet subgrade soil cement is something
that helps stabilize that and dry it up
so we make the decision to go ahead and
do that so it wasn't you know
inconvenient for the citizens out
traveling on those roads and then there
were some areas where it was just again
late in the year grass it and grow over
the winter seed didn't make it through
the winter so you know we had to come
back and reseed and put some topsoil
down there so overall this request is
for two hundred fifty five thousand
dollars two hundred fifty five thousand
forty six dollars and 87 cents there is
funding available in the account for
this additional work what is a count
eight seven one nine they left our money
from the previous account for paving
that I put into this account do we know
how much is in that account you say
maybe remaining sorry that's what I
don't know no it's all gonna do we're
bringing the pros
it's early in the fiscal year no no it's
okay well it's early in the fiscal year
and we're already going into that count

we got two bids back and CJ Miller was
the lowest
and you're equipped to do the job and
you have no no issues with them I don't
know I do have some some background
information if you like the plate what's
your information this is part of the
overall Hampstead treatment plant
improvement project that includes the
DNR upgrade its wallet that's it those
charts the treated effluent to to both
tiny run in deep on this project is
required as part of by MDS as part of
the deep run goes toward the permit the
scope of work establishes approximately
100 feet of the natural channel behind
the Black & Decker facility as part of
the original Black & Decker 4 permit
they were allowed to to divert flow from
deep run towards a pond on the private
property mixed with the effluent treated
on site and then briefly discharged back
in back into the pond
so what this project does is it
reestablishes the natural channel flows
through through the deep run clean
channel itself
and it does include the includes the
removal of a concrete flume an inlet
splitter box to storm brain segments and
a reinstatement of the natural and Black
& Decker does not have any other
responsibilities to any of them the work
they do not you mentioned piney run Sam
one more time this feat in dresses not
be pining that's meself for Carroll's I
run the feeds in the Baltimore town got
it it's on the immediate it runs through
Carroll 400 feet yes okay okay another

generators present valley woods water
treatment plant
the questioner of award the contract for
the purchase and installation of a
replacement generator and automatic
transfer switch for the Pleasant Valley
wastewater treatment plant to a
universal utilities and the amount of
fifty eight thousand six hundred dollars
again we request the bids receive for
bids and universal utilities why not
quite the lowest was the lowest
considering the generator they were
providing did you request a specific
type of generator because I see it all
different kW is on there well what we
did mr. Fraser is the is the current
generator at at facilities of two
hundred kilowatt sized generator two of
the bidders did submit sizes that were
less than
they felt strongly that these size
generators would supply power sufficient
to operate the plant we feel as though
the best option there's a 200k Generac
brand name
could they have just curious those that
went below I'm not reading the
requirement could they have submitted
others who hundred kW were they inhabit
or yes okay and they would have been
well over yeah absolutely so anyway yeah
and it's releasing background
information about the existing generator
in plant the the existing generator one
house back to 1987 believe it or not and
it was reinstalled at this site as part
of the 1997 upgrades so that's 32 years
of service Lynch approximately 3500
hours of new sonnet which is quite high
as far as the generator sucker goes the
generator cannot be repaired parts are
simply not available anymore the rebuild
cost would be across make forty five
thousand dollars or three quarters the
cost of a brand new generators that's
almost a no-brainer
this trainer or this generator is among
the oldest of our fleet of 29 units it
was on our short list for for upgrade it
was as per my previous times before the
board generators are a very critical
part of the wastewater treatment
operation if we don't have a backup
power supply on and we might we will
very likely be sending raw sewage into
the adjacent stream channels which what
size was the old generator to 200
children for generator to last that long
I mean maintenance you know the operator
maintenance pimps yes we mod has to be
done I mean that just seems like a very
long time for generators so pretty
impressive for again team taking care of
equipment having it last that long
what do you see as well yes why this to
run the route we we run their generators
about an hour each week of scheduled
maintenance we're a very very good at
changing all the cool and shows I mean
you're gonna have equipment like this
lasting that long
make sure yourself and similar we have a
facilities utilities also has a full
time staff member running going to every
generator testing it maintaining it
changing the fluids checking to make
sure everything is operational switches
etc so we were very diligent about
making sure maintaining the equipment as
long as possible it's only when they age
out when we can no longer get
replacement parts is usually when we
have to sit back and cut bait on that
generator but we try to we try to
stretch its life too long as possible
yeah
and leave this wood it's good to know
preventive maintenance is critical and
saving us money with expensive
replacements yep
and as part of our tours for
Commissioner Rothstein next Tuesday
those who say on August 20th we are
going to show you the generator at the
freedom water treatment plant that's we
have to start setting aside funding for
for that upgrade eventually as well I'm
holding my breath okay were sellin
tickets to be with me motion okay

purchase and installation of replacement

tractors from a John Deere incorporated
Finch services the local dealers gonna
be our delivering dealer I'm so we're
buying these off a contract which was
competitively bid and the amount of the
purchase is gonna be one hundred sixty
thousand three hundred dollars and fifty
cents for both tractors I need you come
equate quite a few accessories we can
elaborate on if you'd like right these
are used for our road mowing operations
so these I have side side decks rear
deck mowers already attached to them
safety lights etcetera and I'm just
gonna have multiple accessories and then
used for outside of winter or for winter
activities we have buckets and stuff
that are it also got attached to the
equipment sort of fully outfitted out
ahead of time yes
just one question when you purchase
these on bed is the tractor and then
each add-on bid or is it a unit bid with
everything it's a base bid is for just
the tractor and then the accessories are
all bid to and they all have to be bad
choice it's kind of a landlord you can
add unit together we could yes as many
times that's a cheaper option and do
what they do is the option and add on
each item they're kind of prohibited for
bidding lower than the contract price
though so our bid price would come out
to the exact same as the contract price
that we did bid it we've tried that to
pass they just don't bid lower than the
contract price and they've already not
established so we're not gonna get any
break by bidding it ourselves we've
tried it fast and if anyone what a job
learning about you're not sure no miss
price no matter what
right I could bind cheaper yeah
absolutely yes you as an individual have
more flexibility I just see that that's
why I was asking if there are analogues
the average individual piece right in

anticipate buying any for the next two
years because the ones we have now are
relatively new in they're in good shape

the public auctions at a local public so
we do it online it's a fail of what

online we've had people come out from
Colorado pick stuff up that we sold oh
it gets good you know I understand now
what about um transferring some of this
equipment maybe over the Parks and Rec
or that's not Parks and Rec was actually
we've attained through facilities or so
this equipment age maintaining parking
right no this equipment is actually for
our roadways first the size of our
roadways for a you know against
guardrails or you know our slopes so
when we're you know from basically these
mowers are running straight on right
from April all the way till November
we're monas out of the roadway so that's
what this is when there is something we
have we could use in a different
department we do look at that so
generally once the roads department is
done with these it's time to set an
auction
I'd the ps/2 of these tractors yesterday
on my motorcycle and I like the fact
that they don't discharge grass out of
the roads it keeps on the side as a
motorcyclist that's really critical to
me and this is the medium duty model I
think it's a seventy-five horsepower
yeah it's a two-wheel drive the e is the
Econo mile and there's another outfitted
with everything okay

impressed with your staff maintaining
all the equipment and amount of assets
this county has the main team it's a lot

okay finally we're bringing your
approval to purchase the pro core
project management software from its
parent company EC America in the amount
of thirty five thousand nine hundred
seventy dollars and twenty six cents and
this purchase were making off the
federal GSA contract which was
competitively bid we are live discussion
in this during the budget process so if
you can catch us up to what pro core is
gonna allow us to do hmm
procore is a project management software
that will enable staff from Public Works
to manage multiple projects in one place
with increased accountability
transparency and collaboration both
internally and externally and what that
means is it will it will allow anoying
staff and Public Works to utilize it put
all of our architects and engineers and
our contractors and subcontractors as
well we'll have access to the system the
PM soft software is designed to help
streamline tedious tasks centralized
document management control costs and
able forecasting and automate complex
workflows that allow project teams again
both in the office and out in the field
to collaborate and manage overall
project objectives the project
management software will also allow for
a central storage location of data that
can be utilized to generate project
specific reports and compare historical
and current costs during change order
analysis as well as provide histor
history with data to assist in the
completion of the CIP process i'm
looking forward to hearing the analytics
as i moves on to return on investment
for this type of software as we were
challenged to meet budget you know meet
needs with this past year's budget and
the intent years this will allow for
more efficiencies so that return on
investment over whether six months or a
year coming back saying this is what
this software did and allowed us to do i
think it's um is very important and you
know should be an accountability of the
value that
putting into this so definitely and
we're currently using the same program
with with the freedom wastewater
treatment plant upgrade and also with
the Hampstead wastewater treatment plant
upgrade this program is in place in its
it has proven itself time and time again
as a as a central location for all
parties working on the project to be
able to track funds track change orders
it expedites any requests for
information keeps everybody accountable
and has timelines and alerts so no time
goes by keeps the project you know
moving and definitely reduces delays and
all the cost overruns for projects Ellie
wouldn't predict is a timeline on the
return on investment on this just your
this is this is going to pay I mean you
you perform some initial analysis of
some of the projects that we had
currently going within six months of a
project getting off the ground we see
this already turning they're saving to
time savings with all the staff members
because we're doing everything right now
in multiple spreadsheets we're using
administrative staff tracking items
we're having to rely on management
budget we're relying on accounting to be
tracking some of the some items that go
on with these projects this will this
will have it all in one place the minute
it comes in it's empty everything
submitted through this program this
program so all the data is there
real-time so you know exactly where you
are budget wise you know exactly where
you are with submittals from a business
perspective this is tremendous as all
saved this county a lot of money also
like to give recognition to Commissioner
Rothstein for being a strong advocate of
this during the budgetary process thank

either live or taped on you know before
we start let's start with Pledge of
Allegiance and as we're standing take
the opportunity for a moment of silence
to think about those as has it been said
those in harm's way and also the men and
women in red and blue
thank you and it did say you know the
those air in harm's way it's unfortunate
this week a couple of soldiers were
unfortunately killed in Afghanistan from
an inside threat is I think up to 14
this year so we're continuing still
putting people in harm's way for
allowing honest at the freedoms we have
so that's my two cents
with that said parity Carol Commissioner

everyone this week I've had several
tours of our organization starting with
Miss Kim fracking and resources director
a nurse there they briefed me on the
county salary employee retention
concerns thank you for bringing it to my
attention also did a tour with Lionel
Stickles of licenses and permits who
educate me on his department and a
process they oversee concerning
residential house construction you also
gave me a tour of a construction site
the show all the most recent standards
that we comply to to ensure that our
homes are the best built and also like
you ever thanks to Eric Burdon bureau
chief for construction and Jerry and his
staff who gave me a tour to farm Museum
where they restore the foundation of the
old barn strong believing a farm museum
for tourism so I'm glad we allocate the
resources to do that also received a
tour of the public training facility and
the plains we have in the future there
upgrade debt to enhance the safety of
emergency services professionals I like
to thank everyone for the time they've
taken to make me a more educated
Commissioner and with that information
hopefully I'll make better decisions
concerning your department so thank you

and FFA fair that was interesting you
know we felt young with those old cars I
tell you that was a tough job they had

auction here that was held last night
but it's great to get out take a minute

there support the fair a little bit and
evening events every night they have
something different going on so if you

it's a good way Audrey and I were out
there Sunday at the fairs beautiful day
and then also we had the Chamber of
Commerce breakfast on Monday morning and
the what's her name
miss 4-h toward us around afterwards to
the different different venues within
the fair last night was the cake auction
and I never thought I'd be saying
something like this but it looks like
eighty four thousand dollars was raised
from the cake auction last night is with
a projection from this morning the grand
champion of cake auction Andrew strong
kudos to Joey Battaglia for his
chocolate bacon cake which brought in
fifteen thousand dollars for one cake so
they're right I was close no so eighty
four thousand dollars last year they
raised we were told seventy thousand
dollars from this cake auction and once
again this is just an incredible
testament to the community
keep fairs like this going both the 4-h
and FFA so the proceeds go to the fair
and proceeds from the livestock auction
on Friday will also go to
the 4-h I believe and FFA proud at least
part of the proceeds from that so you
know this is just a great opportunity to
see some really cool stuff at the fair
be a part of the incredible community
that we have here in Carroll County in
the business community as well as a lot
of support this the businesses come
together and all they donate a lot of
time money and effort to make that
happen and we have fantastic support in
this community it really does bring
together community business academia the
schools and our government all coming
together on the fairgrounds and they go
through Saturday Saturday he's the last
day of the fair so we're sure Frazier
was he'll mention something about the
fair but I will say I was at the fair
last night for the cake auction I did
buy cake but it was not at the auction I
have to say that they saw cakes have not
auctioned off in the building in those
ones I could afford so I bought some
cake well I know I'm retired teachers
everybody even less so I also want to
say that the union bridge fire companies
at the fair selling fried chicken I had
some other Fried Chicken last night it
was great so you can support the fair
can support the fire companies all in
one swoop by going out to buy some fried
chicken from them and the demolition
derby is what night is the Commissioner

night demolition derby is coming up I
always go demo derby like to see where

and dental insurance employee rates for
calendar year 2020 good morning
commissioners Kimberly frock director of
HR and Robin Hooper HR manager
on July 25th Robin and I presented to
the board the calendar year 2020 health
and dental insurance premium rates or
excuse me contribution rates we don't
pay premiums as a refresher the medical
rates are going up from 27 cents to 74
cents a paycheck if it's in the choice
plan 43 cents to a dollar 19 per
paycheck if it's in the choice Plus plan
so that equates out to seven dollars and
two cents to 19 dollars a year or $11 to
$30 a year if you go with a the two ends
there okay
the dental rates are increasing between
19 and 63 cents a paycheck which means
it goes from 490 for a year to 1638 a
year higher for employees and we're able
to do this because employees have done
very well with their health insurance by
using generic medications using
in-network providers which keeps our
costs down therefore our recommendation
are these rates and if the board has no
questions at this well let me back up we
did send the email out to all the
employees with the recommended rates at
this time we have received no comments
back okay so if there are no further
questions I would ask the board to
approve the rates for the calendar year

this a competitive bid this is a term
contractor through marathon who has the
contract for phase one which we are
doing the County Courthouse Annex right
now in a historic courthouse its term
for how long I'm not sure how long their
term is good for so it's a continuation
of term and they have surmount of
options after the beginning of their
term I would expect one one-year
renewals are they in the one year
renewal at this point or is this within
the term you know I don't know the date
this was bid through a like a similar to
a u.s. community's contract throughout
the throughout the country so we
piggybacked on one of those competitive
bid processes and I know we shared that
information with you as part of the
first phase of this part so this is just
an extension of that original contract

to be used by roads department and will
replace a 2010 case loader the amount is

happens with the 2010 case loader is
actually trading that in on the purchase

$50,000 good deal good deal yeah is this
used to lose salt our roads department
use it to load salt snow removal
Billings anything needs to be loaded
over there removal yeah this one through
a competitively bid process yes you sent
it out to it was done by source well
we're writing their contract they
competitively bid it and then any
municipality or government arrived
can you walk us through source well
briefly what is source well first of all
I mean we have they offer government
contracts through source well at
discounted prices where they've already
competitively bid so we use them when we
can so we can get competitive pricing
we've been using them for a while I
think they've been I think they're named
before was NJ PA and now their source
well so we have been using them for a
while
same as us Unity's does that come in
cheaper than if we were to send
individual bids out to ask for bidding
the bidding process through individuals
I would assume so because of volume we
did not bid this one independently
ourselves but I would assume they work
directly with John Deere they don't work
with a local dealer and I would assume
because of the volume yes they do
probably do get a better car make an
assumption may not be the right approach
and a little bit more facts oh good

actual source well they they are a
conglomerate that works with all
manufacturers so instead of going
directly to vendors for example in this
case John Deere they work directly with
John Deere corporate and all the
corporate agencies might be Husqvarna
might be you know any of the larger
dealers of equipment and then they
competitively bid all those pieces and
then subsequently assign them to their
dealers who is best able to handle that
piece of equipment so you may be
thinking commissioner of a local like
Finch or someone like that if they were
able to handle that and normally handled
that big of a piece of equipment then
they might get selected by John Deere to
provide that to us in this case John
Deere has selected that company based in
Frederick to provide the equipment as
they normally provide that construction
equipment this is a again competitively
bid and with regard to saving money it
certainly does because then staff
doesn't have to put the language
together they actually do the individual
bidding process they simply go in and
look for the piece of equipment that we
need and then we allow all of the
manufacturers to competitively bid
against each other rather than
individual dealerships when we traded in
a vehicle like that is it going to three
source well to be disposed of within the
price or do we have an option of it
going out into an auction or how's that
so we think this is pretty good in keith
has exact numbers Keith when we bought
that vehicle was what right and we're
getting fifty thousand dollars in return
which is a direct return as part of this
process on the trade-in we feel that's
pretty good these particular pieces of
machinery and this one in particular is
based at our maintenance center meaning
that it is our primary we take all of
our bulk delivery of salt at one
location because it saves accounting
money and then when we go out to our
other salt domes we load it up we
transport it it saves us money in the
long run but that means that these types
of equipment are in the salt virtually
all the time which certainly has wear
and tear on the equipment and and causes
it to go out this particular piece also
and Keith does have the facts on that
recent just recent maintenance issues
Keith if you could since 2017 spent
thirty two thousand eight hundred forty
eight dollars maintaining this machine
it's needed hub seals it's needed wheels
cylinders leaks from your experience
what is a typical shelf-life of this
type of vehicle
I mean we've gotten it through nine
years which is pretty impressive
I would think but usually about ten when
it's in the salt as often as it is in
this environment right it's in the
environment we're putting an impression
that's someone who's actually repaired
heavy equipment like this I can testify
how abrasive and corrosive salt really
is and equipment so the life expectancy
you get now is about right yeah and if
we weren't right now we've got about I
believe correct me if I'm wrong Keith
nine thousand dollars in repairs that
would be forthcoming if we didn't trade
it right now yes I know stop in my head
it needs to additional rooms which are

Patrol grant application for 2019 2020
grant year miss Salinas Gina good
morning ladies morning morning I'm
Selene speckle a bureau chief of Aging
and disabilities and with me today is
Gina Valentine our Aging and
disabilities services supervisor we're
here with you this morning to seek
approval for our senior Medicare Patrol
grant award application to submit
application as well as the award
acceptance if it's approved our senior
Medicare patrol program is an anti
healthcare fraud waste and abuse project
administered by the Maryland Department
of Aging through the administration on
community living the senior Medicare
patrol program provides outreach and
education to Medicare beneficiaries to
prevent and detect and report health
care fraud and abuse our program also
focuses our efforts to recruit train and
support of network of volunteers to
provide the outreach and education and
we have about eight current volunteers
that assist with that as well the 2019
2020 grant year will include a focus to
reach and provide group outreach and
education to Medicare beneficiaries with
disabilities and those specifically
living in rural areas our allocation
which is formula funded would be three
thousand six hundred and nineteen
dollars this year and that allocation
would be used to help support the
position of our ship program specialists
how much fraud do we have with Medicare
do we pick things up every year so the
purpose of the program is to educate
people on beneficiaries so that they can
identify it but in most instances
it's a it's a billing error or it's it's
that's needs to be corrected or you know
some type of the misunderstanding of the
incidence of fraud are minimal we have
had to pass along complaints that that
were actual actual for excuse me actual
fraud but they're minimal a lot of times
again it's it's a billing error or
something that was coded incorrectly or
an amount that was posted in correctly
but not intentional that's good to hear
takes working with Medicare where the
doctor's office to resolve those issues
renew my faith in mankind please excuse
me Commissioner is this reoccurring have
we done this before and if so how long
we've been doing it and what's its
success rate it's definitely a grant
renewal I think as long as the ship
program is in you know in effect which
has been for how many years I want to
say probably at least thirteen to do
okay thirteen fifteen years so this is
nothing new no this is this is nothing
new you know every once in a while the
the requirements in the grant as to what
population we need to focus on might
change a little bit for the past several
years they can want us wanted us to
focus on the rural areas and and do
further outreach into those areas so
when we also you know and we do that by
you know through educational sessions
sessions throughout the community one on
one appointments and then we also hold
every year I'm just writing of us at
each of the senior and community centers
that are at no cost to the individuals
that come to bring their documents and
that's in an effort to you know combat
identity theft so people are shredding
those them
and and the senior Medicare patrol
program is an enhancement to our ship
program because ultimately everything
that we do with our state health
insurance and assistance program ties
directly with this we always do the
outreach with individual counseling
sessions when people come in for
healthcare benefit consultation and
assistance with Medicare Part D
enrollment we're also touching on this
piece as well with every single person
that we serve so it really ties with
that and it's really a combined program
in most triple a's across the state and
the nation that's an important component
in your overall department and your
objectives for the mail that's and we're
successful with it
and we don't have to match nothing on it
no Matt so things like free money that's
the formula you said it's formula driven
has it been adjusted over years or is it
typically around this amount I mean as
the population basically stayed
relatively relatively the same and
therefore world and getting 3,600 or has
it been adjusted I think that ndo eight
allocates that as based on what they
were seeming from the federal government
for the oldest funding so I think that
our allocation is based on the formula
that they that we don't always have
access to with MD la the formula that
they allocate to us but I think it's
been very similar over the years is the
four so that is the formula based on
population here in Carroll County that's
a piece of it that's a piece of it okay
they also look at minority numbers rural
numbers and things like that okay
a Medical Board of Commissioners
approved the senior Medicare Patrol
grant submission and acceptance to the

July 5th we received notice from the
Department of Housing and Urban
Development that a notice was released
making an approximate 5,000 new
additional HUD Vash vouchers available
to all public housing authorities HUD
has requested that interested PHAs
submit a registration of interest by
August 19th of 2019 our agency has
discussed the need for additional HUD
Vash vouchers with our veterans program
along with the Baltimore VA Medical
Center both are in support that our
public housing authority will submit a
registration of interest with your
permission for an additional Tedd HUD
Vash vouchers last year in April 2000 18
our public housing authority initially
was awarded 10 HUD Vash vouchers those
vouchers are fully being utilized by our
public housing authority there is no
County funding that is required to
support these vouchers are there other
questions that we can answer for you as
well why will we not do this well we
feel that there's definitely a need
we've spoke with the Baltimore VA
Medical Center because we need their
support they are in full support and
will be providing us a letter of support
to go with our registration and we
absolutely feel there's than hideous
well you guys move sorry are you asking
for 10 or we're telling you someone's
telling you that we only have 10 well
we're asking for 10 and what it is is
even though we have 59 sort of
identified VA participants that are on
our wait list we set
with the bottom or VA and we have
identified at least eight individuals
that we know can participate immediately
what's a self-identified veteran when
they self-identified you check a box
okay program so they can work with them
to see if they truly truly if you guys
identify as a pattern did we aim too low
should we have asked for 20 and not 10
well we discussed because they have to
provide services as well right I guess
they're kind of restricted with on the
case management so they would agree on
10 okay and there's a new story again
our County you and the team do so much
for our veterans it's still not enough
and when you see a number 59 a yearling
in ten bouncers like okay what about
those others so continue doing what
you're doing you know I appreciate
everything that you and the team do
taking care of this community and this
is a step in the right direction so

here before you today to request the
board's approval to contract for the
supply the soil removal for the Langdon
project still more magic projects which
is located in the City of Westminster on
your screen here you can see this is
where the property is located it's
immediately adjacent to the railroad
which is this yellow line that runs in
this direction here you can see that Han
right yes yeah I guess and then George
Street is here route 27 is Liberty Road
is over here and then Main Street is
further out beyond where it says Winter
Street there is further out that
direction there so I just want to give
you a little brief history about this
because we've been working on this for
quite a long time this project has been
kind of the conceptual and then working
process since about 2011 we've been
looking in this general area to do
something on a more comprehensive level
for our Mpbs program and again this is
one of the retrofits that is geared
towards our NPDES program we've been
working cooperatively with the city of
westminster on this project it is quite
a large project we began actually
looking further south than the location
you see on the screen initially but
because of some that constraints there
with residences and property owners
we've moved further up we actually did a
joint presentation to state and federal
folks on this area and they actually
recommended that we moved back up to
this region because of some of the
constraints we had so at that point in
time we had our state and federal folks
pretty much locked in with us on this
project and that has reaped us benefits
as far as grants goes you said joint
that means you and the city county and
yes that's correct we're doing this
cooperatively under our EMA
agreement with the municipalities for
our MPs compliance purposes what will
happen here is we got support from the
water resource coordination council for
this project because there was a
property purchase land acquisition
purchase on this property and in order
for that to happen it kind of has to run
the gauntlet it's very similar to the AG
advisory board the board of resource
coordination council actually gives its
kind of blessing to this project because
there are going to be funds expended for
land acquisition that is rare for us to
do that in the MPS program it's time we
were using our own properties our the
municipalities properties so in this
case we went in through their gauntlet
we then approached the commissioners and
the land acquisition for this property
was undertaken it's roughly about five
acre property there the folks were very
cooperative so that was done and that
was achieved at the same time in 2016 we
received grants from the from the state
and state highway administration and the
state DNR Department actual resources
and we also then started in 2017
entering in discussions with the Merrill
Midland railroad regarding how we're
going to move dirt now that one of the
biggest issues we have with our store
and retrofits is how do we get through
get rid of excess dirt our facilities
are either in place they're either in
place or they're going to be made larger
and so there's a normal normal to come
out of there that we have to dispose of
we normally look for a willing property
owners to dispose of them or County
property anywhere we can find we try to
find the most cost effective way to
dispose of the dirt in this case there
are two locations there's a private
property that we've identified between
Westminster and New Windsor and then the
New Windsor the city or the townhouse
scuse me the town of New Windsor they're
trying to fill up their old wastewater
treatment lagoons so that they can reuse
them for for other purposes so we have
previously put dirt from another
retrofit in there and now this dirt will
provide a nice amount of material
we hope complete that process for them
the issue we had there's a lot of dirt
coming out of here
I think it's around 75,000 cubic yards
if I'm not mistaken that equated to
quite a number of dump truck loads of
dirt that's the normal way we do it but
you can see based on the location here
the access road is right here on the
eastern side of the property
it goes out on the door street you would
have to go all the way up George Street
and turn on the Liberty Road and those
of you who are familiar with that area
understand some of the issues that we
identified very early on in transporting
what equates to probably if you count a
trip as being going and coming back
probably around 14,000 dump truck trips
and so what we looked at and our staff
was extremely innovative I give them a
lot of credit for this
what's another alternative the other
alternative is that railroad that light
railroad line that runs right next to
the property so they entered in
discussions with the Merrill Midland a
local operating railroad here in Carroll
County based in Union bridge had a
discussion with them about can we
somehow work out some type of
arrangement to actually do that process
so that has been taking place since 2017
please join me Chris
right on cue so so where we're at right
now is we're waiting for the final plans
to be gotten from the State Highway
Administration they're the folks who do
the final sign-off on the plans we've
got grant funding in place we're waiting
for the final approval we're preparing
bid documents as we speak so where we're
today is we need to move forward with
this transport process to get the
Merrill Midland Railroad in line with us
because they have to order and get the
gondolas that don't trailers that they
need to haul the dirt from somewhere
else and so our timing wise to get this
project underway in early fall here
which that's our plan
we want to become before you to make
sure to initiate this contract with the
Maryland Midland to follow the earth and
I'm gonna give Chris I'm gonna let him
talk a little bit about this because I
think it's important for you to
understand and maybe you have questions
which maybe we can address ahead of time
about costs and about comparables here
because Chris did an enormous amount of
work to make sure this was not just a
better feasible way to move dirt but an
economically feasible way to do that I
see we have a aerial view of where it's
being removed from do we have aerial
view of the dump sites not with us but
though the one dump site is the Gullah
property which is between New Windsor
you know where the Hoover's farm
equipment operation is in that field
immediately adjacent to them and then
again at the New Windsor wastewater
lagoons there which are right near the
carnival grounds and the wastewater
treatment plant that one Lagoon there
that's going by rail from here or to
there yes and then off the rail and to
be spread out right on that side that's
correct so I'm getting Dennis's dirt
dumped in my district the dirt so with
that said I do have a question about
that as well but first she said there's
grant funding being in the process we
have secured secured grant funding and
we have also have funds in our capital
improvement program to cover all these
costs so and they have been in place for
many many years with anticipation of
this project how much is a grant funding
Chris do you wanna indicate I don't have
the numbers off the top of my hat I
believe it's just over two million
between the two grants so right around
two million so there's you know put in
context to tell the story that we're now
you know you're you're asking us to to
allocate the five hundred sixty thousand
even though it's within the budget to
this company to do the work there is
funds from a grant that are packaged
together to get it all done if it's 2
plus million dollars that's of interest
to say that we're not just holding the
full burden of this project that that's
one so that number is interesting if
it's good dirt
what other uses could be used for that
dirt and I think I've shared ideas I
mean are there other ideas for personal
use for that dirt that could be used
instead of just going all the way up to
New Windsor filling in swimming pools in
such yeah go ahead Chris you want to
talk about small I mean we looked we
looked at stockpiling on County how can
I use unfortunately we've kind of tapped
out our County stockpiles with prior
projects right Chris so yeah there's not
a lot of room there the dirt that's
going to the private entity they're
going to spread it on their AG field so
it will be incorporated in their
agricultural fields and become you know
continue to be productive agricultural
use and again we think providing the
town of New Windsor this this product is
very good because again what they want
to do is once there's lagoons are filled
they want to repurpose them into ball
fields or something else so this will
complete that process where those
lagoons are filled and they can actually
then pursue you know reuse of them and
it works very well with our memorandum
of agreement we have with you
municipalities as far as our MPPs permit
because this is a great sharing of
resources sharing of things amongst
ourselves to make things work yeah and
again
it's also part of the overall story that
I think we should be able to tell and if
New Windsor can use this dirt for their
vision of ball fields in other efforts
that's great I think again we're looking
at using a half a million dollars of our
money in partnership with a grant of
two-plus million that you've shared
moving this dirt that'll support
Westminster's efforts and new windsors
vision of ball fields or what however
they're going to repurpose that dirt
that's a very good news story for our
community yeah
we should be able to capture that what
you use is your value per hour I'm sorry
what the hour per hour trucking rate
what did you use to value that so I'm
sorry I need to look through my notes
here I used a value of $1 per hour for
the truck hauling cost in my estimates
it's gonna take him an hour to go out to
New Windsor and back my estimate was
that also if we were to halt by truck
that we would probably mobilize 20
trucks for day five making five round
trips per day I don't know if Tom went
into the details of say that's I'm
starting on your load or seven whatever
it's gonna we're looking at over seven
thousand trips truck truck yeah which is
considerably on over back I paid
fourteen thousand indicating it's like
fourteen I'm sorry I mean it's a lot of
expensive post we're going to be putting
the roads back afterwards right remember
the wear and tear on our roadways yeah
absolutely plus Commissioner Frazier's
phone would be blowing up calls we
didn't you know look at because we don't
know that but the actual we looked at
the tangible fault you know what
actually cost and they're very
comparable but then there's other things
about the roads and the public outcry
know that you can really at this point
in time estimate so you feel that this
is a very viable you know method again
we're utilizing a local you know
business to do the hauling and all which
i think is something we try to strive
for and all our work that we do you know
when possible and when legally possible
and when we can
so they unload these things on security
so there's actually a specialized piece
of equipment it's an excavator that
rides on top of the on top of the
gondola cars and it reaches down in and
then unloads into a truck that's sitting
next to you again I think just like I'm
loading a barge you can't just stop it
we I mean I think we all thought
originally they get something but it
doesn't come far enough away it dumps on
the ballot so that can't happen that's
it that's the unfortunate part no get
the end state is a good news story
what's happening here in Westminster and
then what the projection is and fishing
for New Windsor so I really do applaud
that it's just a lot of topsoil you know
it's not gonna be a lot of time so we'll
probably keep most of the topsoil on
site to to cover over the the finished
grade it's mostly gonna be overburden

gotta make the motion the Board of
County Commissioners approve the award
the contract to Maryland Midland for
hauling material by rail to the site
into New Windsor in the amount of 56
five hundred and sixty two thousand four
Maya four hundred dollars what happens
do we hit rock dynamite dynamite we left
a blast four times the price of this
tremendously right if we hit uh it would
not affect the price of the hauling it
would affect the contract for
instructing the facility now that being
said this is constructed using one of
the grant sources is from federal
highway administration and in their
specifications they do not differentiate
rock excavation versus soil excavation
so that's an assumption that the
contractor has to make based on the
borings that we've done that show where
Rock is and where it isn't
how much excavation may be rock and that
is on the contractor then to address she
won't be coming back for a supplemental
budget correct

but we will be coming back to you for
the contract to do the actual work here
so you'll be seeing us we hope very
shortly with that yes we look forward to

please Jeff on how they went cuz I heard
a lifeboat accurate update or just
enough no I'd rather have an active
thank you Commission good morning as you
recall in late June you all had issued a
proclamation for July to be recreational
parks month we had a calendar of
activities we have 31 activities one for
each day of the month ten of them were
self directed but the other ones were
led by various staff members within our
department faced some tough weather with
some of those really warm nights but I
think the response was good the feedback
was very positive and of course apart
part of that the events we have
five events walk with your Commissioner
for that we did have a grand total how's
this for a safe way of putting it out
there of 163 people who participated
walking on our trails a total of five
point two five miles on our trails so
the feedback that we got from people who
came out was very positive
I think they appreciated the opportunity
to meet with each of you it was a
relaxed setting with the exception of
one night sorry commissioner Frazier
that was brutally hot and humid people
got a chance to ask questions and talk
with each of you I know I got a number
of questions as well and very very
positive we were very pleased without
went and did generate a friendly
competition amongst the five of you
which I know which was great to see
there was no competition
people liked the idea they just to have
discussion about things and on a trail
anything came up so it was kind of neat
and there wasn't anything we really
couldn't answer we have enough people
there from all different areas from the
county to feel it almost any question
that came up so it was very appreciative
of your efforts into that that somehow
you filled you numbers isn't through
County staff no yeah and nobody protests
of us yeah there was no no picket signs
or anything like that they were very
friendly both
and I have really appreciation cone ice
afterwards that was a very nice treat
after the walk service and those warm
nights and I would be remiss if I did
not thank each of you I appreciate you
and your willingness to participate in
this I know when I came to you with the
idea initially I'm thinking I hope they
say yeah I said I hope you all say yes
and not only did you say yes but you've
participated in thews e astok Li we're
gonna be at the skateboard parks next
year no great job to you and the team
let's talk about lights in the fields
dollars for the replacement of light
fixtures for fields one two and three
and the Carroll County Sports Complex
this cost includes all labor material
and equipment and this company was
awarded contract number nineteen 163 164
through Harford County government
incredibly big process this cost is
within the budget amount project I'm
sure Jeff could answer those for our
viewers can you explain the type of
light fixtures they are so they put it
in perspective this isn't just normal
light fixtures correct
this is replacing the existing light
fixtures on fields 1 2 & 3 at the
Carroll County Sports Complex it's
replacing them with LED lights so this
is newer technology it will be much
better lighting and it will be cheaper
to operate than what's been in place
since the creation of the complex the
original lights were installed in 1990
so I saw producer electrical consumption
get a return on it will have savings
there and again we'll have a better
product of lighting and also will have
less spillage and light from the
facility into the surrounding properties
is there a potential life expectancy all
these that we're looking at I would say
be at least 20 years
the original 18 1990 1990 yes sir the
complex was built in 1989 and the lights
were installed in 90 it also put a solar
array next to this to turn on the lights
actually now you have the landfill right
yes a the old nor the landfills right
behind it but I know there are
challenges with that one but you know
yeah that'll be good cuz the lakes
village is interesting always on a hot
summer night when I'm going back and
forth past there 87 times like I do
it'll be interesting to see the
difference between those 1990 lights and
the new LED yeah probably be a great
advantage for the folks I actually
haven't heard
complaints of it at all I think people
have adjusted over time some of those
houses right across the street which had
a pretty significant impact and we have
Westminster Astra my Astronomical
Society up at bear Branch Nature Center
when the lights are on it's not the
easiest to look at the Stars there's the
field of dreams it's gonna be impressive
yeah I won't be able to see it football
tomorrow right okay that motion I'll

open space all right thank you good job
okay next is the FY 2000 and space
allocation to the municipalities for the
benefit of our two new er commissioners
I want to give you a little background
information on how we handle the program
open space funds that come from the
state of Maryland we receive a total
amount of funding we take 25% of those
funds each year allocate them to town
projects we have a town county agreement
that specifies that not only do we take
that 25% set it aside for towns but then
also there is a 90 percent 10% split it
requires a 10% local match for the town
projects we then pay half of that local
match the towns pay the other half so
why do we do this for the municipalities
we have a lot of County residents who
participate in activities at municipal
parks and vice-versa so it is truly a
win-win we try to allocate the funds
equitably throughout the county now we
have eight municipalities we take turns
and how they're allocated they go to for
municipalities one year the next year
the other four would receive funding the
dollar amounts as you might imagine vary
each year because the total funding
through program
open-space varies each year so luck of
the draw you may get more or less
depending on that year's particular
budget we ask the town's to submit their
projects they then review them the local
chapter of MML Maryland Municipal League
reviews the projects they make a
recommendation as to which one should be
funded and which amounts and no it's not
just a coincidence that they're all
exactly the same amount of money they
more often than not wilt abide that pot
by four and put the money towards those
projects so very briefly the projects
that are being requested for the town of
New Windsor 201 West Main Street this
would be a new park this is right across
the street from the Dielman in looking
at some paved patio walkway gazebo and
park benches and some lighting there
Taneytown at Taneytown high school park
that playground improvements this is
actually a replacement to the playground
that was there so this will be putting
in a newer version of it Union bridge
community center they have some parking
lot enhancements paving a.da
improvements and then also having to
move some light poles and Westminster's
is phase one construction over at
Wakefield Valley Park this will be a
free picnic shelter and again a DA
access and parking improvements I'm
happy to see that two of those projects
are in my district
move this forward unless there's any
discussion I move that the Board of
County Commissioners approved a
recommendation of the local chapter to
municipal leave for fiscal year 2020
municipal program open space projects
now second out okay again quit chessmen
partnership between Austin
municipalities so it looks great
any further discussion all in favor all
right
okay last on the open Genda I think is
the pipe Creek kayak launch double pipe
Creek Jack launch this subject is dear
to my wife okay we have a capital
project to improve canoe and kayak
access at double pipe Creek Park and
funding for construction just became
available in July we're finishing with
the design process now and we'll be
moving ahead with construction shortly
we also have a two acre parcel on hips
Mill Road that was recently purchased
which provides access to the same water
trail that culminates down at double
pipe Creek and we're working with the
town of Union bridge for an additional
access point on little pipe dream what
we have found is that a lot of these
components of this project interact with
each other in particular signage is
probably the best example we'll have a
signage with a map of the water trail
it'll show the locations of the trails
different rules how to check the water
level safety advice literally the only
difference between the signs will be the
little red dot that says you are here
we're here so in doing this and then
working with budget and accounting
there's a desire to try to capture all
of these expenses within one project so
what we are requesting today is to see
if we can transfer some money from trail
development account $20,000 from that
into the double pipe Creek capital
project that will help with expenses for
the parking area and for the signage for
each of these because they all basically
support the same water trail you're just
coming into the town of detour from a
different route we also still expect to
do some of this work with donations and
also through some donated material or
donations to our Park Legacy Fund but
anything with funding we could then
transfer the funding into the capital
project should we need to do that but
the 20,000 and trail development money
would support it right now I visit this
site location when you first cleared it
out it's a nice location it's my
understanding you've actually kayaked it
I have you know I did there you go
survived came out there and a little wet
on the dismount down in detour but
beautiful location saw multiple bald
eagle owls heron and not a single person
it is a true true gem beautiful outdoor
recreations taking money out of trial
Development Fund because we don't have
any trails to develop right now or
nothing in a project er we don't have
anything that has a like a grant
component where you would need a local
match right now there is still a balance
in that trail development fund there's
no money moving forward in it but
there's still some balance of money left
from prior years so if we do see an
opportunity to use that for a different
trail related project and it's still
there for that do you know the balance
I've want to say thirty thirty thousand
plus or minus that's remaining that
would be after s trance okay okay
